The Biggert-Waters Flood Insurance Reform Act of
2012 reauthorized the National Flood Insurance Program for an additional five years. The act implements changes to the federal subsidy of flood
insurance, resulting in increases in the premiums to be charged for flood
insurance coverage. NAR has issued guidance to assist brokers and agents in marketing homes in areas where the insurance may be required or be prudent.
CoreLogic's just-released May Home Price Index report found that home prices nationwide, including distressed sales, increased 12.2
percent on a year-over-year basis in May 2013 compared to May 2012. The price increase marks the greatest year-over-year change since February 2006 and the 15th consecutive month of price growth, according to the index.

While property rights are generally a state issue, the federal recognition of marriage for gay couples will have a significant impact on homeowners, according to an article published by the National Association of REALTORS. The U.S. Supreme Court struck down provisions of the Defense of Marriage Act and that action will make married same-sex couples in 13 states and the District of Columbia eligible for more than 1,100 federal benefits and protections that had been previously denied.
GOVERNMENT AFFAIRS
Please take note that a federal "Call for
Action" will be going out to all members this week to encourage the Senate to
include important housing provisions as they consider their "Blank Slate"
approach to tax reform. The "blank slate" tax legislation means that as
a starting point all tax expenditures, such as the mortgage interest deduction and the capital gains exemption, are removed from the tax code. Senators will have to
request tax expenditures be added to the reform legislation. NAR will be taking the lead in ensuring that each of those tax provisions is defended and your response to the CFA is vital to the effort.
Gov. Andrew Cuomo has announced the formation of
the "Commission to Investigate Public Corruption," established under the
Moreland Act and Executive Law, to probe "systemic public corruption and the
appearance of such corruption in state government, political campaigns and
elections in New York State."
