In July 2017, the Canadian Registration Number (CRN) Industry Consortium (a group comprised of the CPA and 12 other industry members) published a white paper on the current CRN system identifying the registration process as an inter-provincial and cross-border trade barrier. The group recommended improvements to the process to facilitate the trade of pressure equipment through the mutual recognition of jurisdictions’ regulatory requirements and administrative processes related to the issuance of a CRN.

In late February, Technical Safety BC published Information Bulletin: Contractor Installation Permit Value Amendment Criteria to remind contractors that installation permits must be obtained before starting any regulated work. As per the Safety Standards General Regulations, the permit obtained must include the scope and value of the work, and a permit amendment must be requested and submitted if the scope or value of the work changes over the course of the project. Registration is now open for the Safety Codes Council annual conference being held May 29-31, 2019 at the Rimrock Hotel in Banff, Alberta. With a theme of Moving the Safety Codes System Forward, the conference will feature engaging keynote speakers, breakout sessions, and enjoyable networking events. The province has introduced a measure that will shield Manitobans from an increase in the cost of their home-heating bills. Premier Brian Pallister announced that the Manitoba government will not apply the provincial sales tax (PST) to the federal government’s fuel charge applied under the Greenhouse Gas Pollution Pricing Act.

Ongoing Consultation & Updates

Transport Canada (TC) is currently consulting on proposed amendments to the Transportation of Dangerous Goods Regulations (TDGR). TC regularly updates the Canadian regulations to harmonize them with UN, international and U.S. texts. The harmonization of the regulations allows TC to ensure consistency between the different modes of transport, facilitate international trade of dangerous goods, and reduce regulatory burden on consignors and carriers who deal with dangerous goods in Canada.

The Saskatchewan Government has sent a survey to propane companies doing business in the province to get their feedback on the level of administrative burden faced by the industry. Reduction of administrative burden is a priority for the association and the CPA strongly encourages Saskatchewan members to make their voices heard. Click here to complete the survey.
