The Canadian Propane Association is monitoring COVID-19 and keeping members informed as it relates to the propane industry as well as compiling information sources for business continuity planning and risk mitigation. The CPA has created three documents to support you during your operations. We invite you to consult them regularly - they will be updated on an on-going basis.

Propane production and deliveries are essential services. Several provinces have extended validation periods for drivers licences, registrations, certificates and permits in response to COVID-19. The CPA is working on the permitting, licensing and training re-certifications for those provinces not listed or where extensions have yet to be granted. Please check the CPA COVID-19 web page for updated information. 

 

Measurement Canada, an agency of the Government of Canada's Department of Innovation, Science and Economic Development, says it is taking the next steps to protect the safety of people and communities by reducing services across their offices, effective March 16, 2020

Transport Canada has amended the Commercial Vehicle Drivers Hours of Service Regulations, including mandating the use of electronic logging devices. The changes made will come into effect June 2021. These changes will impact federally regulated carriers, including carriers that operate interprovincially.

The Standards Council of Canada has identified that industry has not been provided adequate information regarding how CRN changes can be implemented to allow pressure vessel approval between participating provinces. For guidance on the process, please view the Standards Council of Canada’s presentation: Update on the Reconciliation Agreement.

Transport Canada will not be requesting information on security plans for railway loaders until early July 2020 (date to be confirmed). They will be providing information on how to submit your security plan electronically through a Transport Canada secure portal in the coming months.

On March 20, 2020 the Ministère de l'Environnement et de la Lutte contre les changements climatiques (MELCC) and the California Air Resources Board have announced that the next joint carbon market auction will be held on May 20; the Joint Cap-and-Trade Auction #23 Notice is available on the MELCC's website

The Ontario Ministry of Transportation is beginning the process of reaching out to industry to review the potential of mandating the use of electronic logging devices (ELDs) for intra-provincial carriers. No changes have been made to Ontario’s hours of service legislation, Ontario Regulation 555/06 – Hours of Service.

Transport Canada has released Regulations Amending the Transportation of Dangerous Goods Regulations (Formatting Changes) in the Canada Gazette. This new location came into force on February 19, 2020. This change is in format only and did not introduce any new requirements.

Free Access to CSA Standards

The CSA Group has launched an online platform that allows registered users free access to Transportation of Dangerous Goods (TDG) safety standards published by CSA Group referenced in federal TDG regulations. Users can now log into Communities of Interest and register to find the TDG View Access site here.

The Canadian Propane Association is pleased to present Gerald Bartels as the new Chair of the Regulatory Affairs Committee. Gerald will begin his duties immediately and will be officially presented at the next meeting of the RA Committee set for June 8, 1 pm to 3 pm ET.
