Effective March 16, 2020, Measurement Canada reduced services as part of measures to decrease the potential for the spread of COVID-19 and the impacts on clients and stakeholders. As part of these measures, MC temporarily suspended requirements for meter replacement and reverification, but it is now forming a joint working group to develop a risk-based management framework for the reverification and replacement of meters affected by the temporary suspension.

Measurement Canada's approval services laboratories in Ottawa have resumed evaluation of prototype devices, but with a significantly reduced number of staff. The laboratories have started accepting type approval applications as well as receiving prototype devices at its testing facilities and shipping them from there.

The CPA recently attended an information session on Transport Canada’s Client Information Database (CID) revisions. The most significant change to the database requirements is that Emergency Response Assistance Plan (ERAP) participants will not be required to report on the CID database. Information entered into the ERAP database will have a space for a CID number, which is proposed to link the two databases for participants in the ERAP program.

With the exemption for seasonal load restrictions having expired on June 30, a more permanent, province-wide remedy for reduced load restrictions faced by propane businesses is required. The CPA has recently made inroads on two fronts to ensure this issue remains top-of-mind for provincial representatives and industry partners.

The CPA has received the new equivalency certificate SU 13263 that allows CPA members to attach riveted plates onto TC Series-4 containers once they have been requalified. The equivalency certificate was issued on January 31, 2020 and is available on the CPA website.

As of June 26, 2020, businesses eligible for CEBA now include owner-operated small businesses that do not have a payroll, sole proprietors receiving business income directly, as well as family-owned corporations remunerating in the form of dividends rather than payroll.

The federal government is investing $40 million over three years in the Union Training and Innovation Program and has launched two calls for proposals. Eligible organizations are encouraged to apply for funding through two streams: Stream 1: Investments in Training Equipment; and Stream 2: Innovation in Apprenticeship. Deadline for proposals is August 28, 2020.

The Canada Revenue Agency has advised that T2 Corporation Income Tax Returns and T3 Trust Income Tax Returns that would have been due in June, July, or August are now due on September 1. For T2s and T3s, as previously announced, any income tax balance due on or after March 18 and before September 1 will also be due by September 1. Click here for more information.

The Ontario government introduced proposed legislation that, if passed, would provide the government with the flexibility to ensure select tools remain in place once the provincial declaration of emergency has ended. The latest declaration of emergency is in place until July 24.

Free Access to CSA Standards

The CSA Group has launched an online platform that allows registered users free access to Transportation of Dangerous Goods (TDG) safety standards published by CSA Group referenced in federal TDG regulations. Users can now log into Communities of Interest and register to find the TDG View Access site here.
