In 2018, the Régie du bâtiment du Québec (RBQ) and the Association Québécoise du Propane signed an agreement that requires propane companies to report their progress on requalifying pressure relief valves to the RBQ twice a year until December 2023. However, the RBQ has recently reported that only a small number of companies are meeting this requirement.

The CPA asked for your feedback to provide your experience with Transport Canada's virtual audit process (see previous story). The CPA has compiled responses received to date from members who have experienced this new process. Overall, industry feedback is positive, and all indications point towards TC adoption of this new virtual procedure as a more permanent component of the TDG inspection procedures for low-risk locations.

As previously reported, on October 23, 2020 Ontario’s Technical Standards & Safety Authority posted the 2020 Code Adoption Document for propane storage and handling. With this posting, the regulator delivered on a long-standing industry and Propane Advisory Council request to increase harmonization for the sector with other provincial jurisdictions and align Ontario more fully with federal CSA standards.

The Canadian Standards Association has published the new B620.20 code and it is now available for purchase on their website. With the publishing of this revision, the CPA equivalency certificate SU12435 is no longer required.

PTI - Propane Training Institute

The CPA/PTI would like to extend our sincere thanks to Marcel Mandin, HSE Supervisor and PTI Trainer with Mutual Propane, for his support and dedication in helping us improve our training material. Marcel is behind the recent change made to PTI course – Construction Heaters and Torches Up to and Including 400,000 BTU/h – 400-01, which now includes a general procedure to light a propane heater in the manual. It is through the experience and commitment of our members like Marcel that we are able to offer ongoing improvements to our courses and contribute to the overall safety of the industry. Please reach out to training@propane.ca if you have suggestions or improvements to PTI training material.

The CPA/PTI is pleased to confirm that the updated manual  Propane Hose Inspection & Testing - Transportation of Dangerous Good - 100-07 is now included in PTI course material. We thank John Kielly, a trainer for Superior Propane, and regulatory and technical specialists Gerald Bartels, Superior Propane and Jeremy Mitchell, Parkland who provided examples of nitrogen hose testing procedures currently in use. Ken Gillis, regulatory and technical specialist for Superior Propane then set up a meeting in Carleton Place, Ontario with technician Gerald Marshall, who conducted a hose test and arranged for the CPA to photograph the process.

The Propane Training Institute is now providing FREE delivery for orders over $250 thanks to Staples, its new national multi-location print supplier.


Since December 4, PTI began providing member companies with a new supplier of printed training manuals and exams. The new supplier arrangement with Staples means significant savings in shipping costs for all orders and faster turnaround.
