The CPA has received a couple of questions regarding cylinder requalification and markings over the past few months.
The CPA is often asked by members if ASME Tanks of 450L or less can be transported in the same manner as the B339 spec cylinders (DOT 420 cylinder), which allows them to be transported at 80% capacity.
The short answer is yes. Clause 6.6 of CSA B340-18 allows ASME tanks 450L or less, which are built to meet the requirements of CSA B51 standard, to be treated the same way as DOT 420 cylinders and transported with up to 80% capacity.
The CPA recently met with Transport Canada to discuss a discrepancy in the way TC is regulating members who are conducting mobile requalification of cylinders and tanks.
The CPA continues to meet with the British Columbia Ministry of Environment and Climate Change Strategy to advocate for the exclusion of cylinders up to 100 lbs in its expanded recycling program.
The CPA recently met with the AB municipal regulator to discuss the recognition and application of CSA B149.2 Gas Code for Propane Storage & Handling requirements for installing and using underground storage tanks in the province. The province currently allows underground tanks to be installed and used but they are approved on a case-by-case basis, which can add cost and time to the approval process.
Alberta Municipal Affairs has released a Standata 19-FCV-108 and 19-BCV-015 – Joint Fire/Building Code Variance for Construction Site Fire Safety Plans. The variance has been developed to allow provincial safety officers to accept a fire safety plan without visiting the site when a site visit may not be possible. It also reiterates the requirements of a safety plan.
