NYS Board of Elections opinion - endorsement of candidates requires registration as a political committee

In its first opinion of 2013, the New York State Board of Elections held that endorsements of political candidates for office constitutes "express advocacy" as defined in Buckley v. Valeo, 424 U.S. 1 (1976), and would therefore require the endorsing organization to register as a political committee under New York State Election Law.
