Plan to regulate Lake Ontario water levels approved

Plan 2014, a newly-approved joint plan between the United States and Canada, will allow greater highs and lows of Lake Ontario and St. Lawrence River water levels. The plan would allow about two inches to the upper range of what's now in place and an extra eight inches to the lower range. The plan also allows for the International Joint Commission to take emergency actions in the event of high or low water conditions. The new plan will go into effect at the end of January.
