TORONTO, June 21, 2016 /CNW/ - Agriculture Manufacturers of Canada president Leah Olson took part yesterday in the Canada-Ukraine Business Forum and took the opportunity to welcome the federal government's announcement on making Canada a world leader on innovation.

Innovation Minister Navdeep Bains, Science Minister Kirsty Duncan and Small Business Minister Bardish Chagger announced June 14 that the federal government will focus on six key pillars to make Canada an innovation nation: promoting an entrepreneurial and creative society, supporting global science excellence, building world-leading clusters and partnerships, growing companies and accelerating clean growth, competing in a digital world, and improving ease of doing business.

AMC's mission is to support the growth and development of the agricultural equipment manufacturing industry in Canada which aligns with the government's priorities on innovation.

"Canadian agriculture equipment manufacturers are global leaders. Some of the best farm equipment is produced here in Canada," Olson says. "Our entrepreneurial members are vital to the Canadian economy, generating $1.8 billion of exports to 154 countries, including Ukraine. Innovation happens every day because our members are in communities across the country, talking directly to farmers and responding to their needs."

Innovation in the agriculture manufacturing sector is crucial if we want to address global issues such as overpopulation, limited resources and food production. The agriculture industry will need to produce more with less and Canadian farmers are at the forefront of meeting this challenge. AMC's members continuously develop innovative technologies and manufacture products that enable farmers to be the best-placed to deal with these complex issues.

AMC Board hosts the Honourable Lyle Stewart, Sask Minister of Ag
On Wednesday morning, AMC President Leah Olson and the board of directors hosted Saskatchewan Minister of Agriculture Lyle Stewart for a breakfast. Some great discussions were had regarding innovation produced by AMC members, the important role we have in employing in rural communities and our global reach.

Planting the Seeds for International Business Success

On Wednesday, AMC partnered once again with HSBC to host a speaker panel on "Planting the Seed for International Business Success." AMC President Leah Olson facilitated an interactive panel discussion on best practices, managing trade and currency risk, and key lessons learned during international expansion. The panel, featured executives from Standens, Seed Hawk Inc., MacDon Industries, and HSBC Bank Canada.

Brandt's GrainCart lineup has expanded from two models to five, ranging from 850 to 1500 bushels and including exciting new features such as auto-unload and a joystick-controlled three-axis auger that delivers the greatest reach and height in the industry.

The lineup of GrainBag loaders and unloaders has doubled in size with the addition of three new models in 10ft and 12ft sizes that offer options like a jib crane and bag apron and deliver capacity increases of up to 150% for some units.

Employing a more efficient design that features cone separator technology and higher fan speeds, Brandt's new 8000HP GrainVac offers a full bin capacity of 8,000 bushels/hour, resulting in enhanced cleanup performance.

With capacities of up to 23,000 bushels/hour, Brandt's new 10", 13", and 16" swing away augers are built on the most reliable platform in the industry and with volume increases of up to 22%, the new HP models offer unmatched performance.

Revised guidelines for resolving claimants’ SR&ED concerns

Over the past year, administrators of the Scientific Research and Experimental Development (SR&ED) Program consulted with many internal and external stakeholders to identify areas for improvement under the dispute resolution policy. Through the consultations, we determined that the overall policy has been effective in resolving disputes, but the procedures for administrative second reviews need to be improved.

Based on the consultations, we had two goals in revising the guidelines:

  • Enhance the monitoring and tracking of administrative reviews, to better track issues for training and policy clarification; and
  • Make the delivery of administrative reviews more consistent across Canada.

To meet the first goal, the Canada Revenue Agency (CRA) has implemented Form RC532, Request for Administrative Review. Businesses will use this form to send a request for an administrative review (which replaces the administrative second review) to the National SR&ED Administrative Review Intake Centre. Although the form will be sent to a single intake centre, regional SR&ED program assistant directors continue to be responsible for resolving issues.

To meet the second goal, the CRA has updated the Guidelines for Resolving Claimants’ SR&ED Concerns with new procedures. Internal guidelines were developed for SR&ED program regional management teams to make sure that the delivery of administrative reviews is consistent across Canada. The CRA also introduced a new condition for requesting an administrative review – a review will only be available to a claimant after they receive a proposal letter package from a claim review team.

Efficient administration of the SR&ED program is important to us. We recognize the advantages of consulting with industry representatives to reduce the administrative burden for SR&ED claimants and improve the consistency of eligibility determinations.

Lignes directrices révisées pour résoudre les préoccupations des demandeurs en matière de RS&DE

Au cours de la dernière année, les administrateurs du Programme de la recherche scientifique et du développement expérimental (RS&DE) ont consulté de nombreux intervenants internes et externes afin d’identifier les améliorations à apporter dans la politique de résolution des différends. Ces consultations ont permis de constater que la politique était efficace dans l’ensemble, mais que les procédures de révision administrative de l’examen devaient être améliorées.

Suite à ces consultations, nous avons identifié deux objectifs aux fins de révision de la politique :

  • Améliorer la surveillance et le suivi des révisions administratives afin de mieux cibler les enjeux aux fins de clarification à la formation et à la politique ;
  • Assurer que les révisions administratives sont menées de la même façon à l’échelle nationale.

Pour atteindre le premier objectif, l’Agence du Revenu du Canada (ARC) a mis en place le formulaireRC532, Demande de révision administrative. Les entreprises devront le remplir pour demander une révision administrative (autrefois appelée «révision administrative de l’examen») et l’envoyer au Centre national d’arrivage pour la révision administrative des demandes de RS&DE. Bien que les formulaires seront envoyés à cet unique centre d’arrivage, les directeurs adjoints régionaux de la RS&DE demeurent responsables de résoudre les préoccupations soulevées.

Pour atteindre le deuxième objectif, l’ARC a ajouté des procédures aux Lignes directrices pour résoudre les préoccupations des demandeurs en matière de RS&DE. Des lignes directrices internes ont été élaborées pour assurer l’uniformité des révisions administratives par les équipes régionales responsables dans l’ensemble du Canada. De plus, l’ARC a ajouté une condition aux demandes de révision administrative : le demandeur pourra présenter une demande de révision s’il a reçu une lettre de proposition de l’équipe d’examen des demandes.

L’administration efficace du Programme de la RS&DE est importante pour nous. Nous reconnaissons les avantages de consulter les représentants de l’industrie afin de trouver des solutions permettant de réduire le fardeau administratif pour les demandeurs de la RS&DE et d’améliorer l’uniformité des déterminations de l’admissibilité des demandeurs.
