Let’s Hear It for the Underdogs!

March 2016 -- EXECUTIVE DIRECTOR'S REPORT
I recently finished reading Malcolm Gladwell’s David and Goliath, an interesting look at overcoming challenges and turning weakness into strength. If you are familiar with Gladwell’s other works, you know that he has a great way of taking rather dense material and presenting it in an entertaining and enlightening way. David and Goliath is no different. Without spoiling the surprise, the main premise of the book is that while we have always thought of David as the underdog, the reality is that it may have been Goliath who never had a chance (click here to watch Gladwell tell the story). In fact, in many cases disadvantages and long odds often lead individuals and organizations to achieve the unimaginable in such a way that those weaknesses actually become strengths. It is a truly fascinating read and I encourage everyone to pick it up if you have a chance.

NEPPA will offer the Public Utility Management Program on April 27-29 at the Omni Mt. Washington Resort in Bretton Woods, N.H. This program is aimed at current and rising utility managers, business managers, customer service leaders and commissioners. It is designed to orient new managers and commissioners, and to keep incumbent managers and commissioners up-to-date in the industry.

NEPPA’s Bottiggi Testifies at Hearing on "Fair RATES Act," Committee Advances Legislation

March 2016 -- LEGISLATIVE UPDATE
On Feb. 2, the House Energy and Commerce Subcommittee on Energy and Power held a legislative hearing on eight energy infrastructure bills, including H.R. 2984, the "Fair Ratepayer Accountability, Transparency, and Efficiency Standards (RATES) Act" by Rep. Joe Kennedy III (D-MA). H.R. 2984 would provide ratepayers with an avenue to challenge potentially unjust and unreasonable rates that go into effect under operation of law, for example, if the Federal Energy Regulatory Commission (FERC) "deadlocks" in a 2-2 vote on a challenged rate. Under the Federal Power Act, a deadlock does not produce a FERC Order and therefore cannot be reconsidered or reviewed by a court.

Senate Energy Bill On Again, Off Again

March 2016 -- LEGISLATIVE UPDATE
On Feb. 4, the Senate failed to reach the 60-vote threshold to proceed to a vote on S. 2012, the "Energy Policy Modernization Act." The once-bipartisan bill lost momentum the prior afternoon, when Senate Democrats refused to move forward on further amendments until Senators could come to an agreement on emergency relief funding for the city of Flint, Mich.

President Obama Releases FY17 Budget Request

March 2016 -- LEGISLATIVE UPDATE
On Feb. 9, the White House sent Congress its $4.1 trillion fiscal year (FY) 2017 budget proposal. This is the last budget the Obama administration will compile, and it has received a poor reception from the Republican-controlled Congress.

Supreme Court Halts Clean Power Plan Pending Court Review

March 2016 -- LEGISLATIVE UPDATE
On Feb. 9, the U.S. Supreme Court granted a stay halting implementation of the Obama Administration’s flagship climate initiative, the Clean Power Plan. The action prevents the Environmental Protection Agency (EPA) from continuing actions in connection with the rule, including accepting and evaluating initial plans from states, until the Supreme Court makes a final ruling on the merits of the case challenging the rule.

17 Governors Sign Clean Energy Accord

March 2016 -- LEGISLATIVE UPDATE
On Feb. 16, a bipartisan group of 17 governors signed a "Governors’ Accord for a New Energy Future" to boost renewable energy, reduce transportation emissions, and modernize the electric grid. The plan provides a platform for participating states to collaborate and partner in energy planning and policy making.

Joe Sollecito Is New Director of Mansfield, Mass. Municipal Electric Department

Joe Sollecito began March 1 as the new Director of Mansfield, Mass. Municipal Electric Department, after nearly 17 years as Customer Care Manager for the Taunton, Mass. Municipal Light Plant. Joe succeeded Gary Babin, who retired from Mansfield Electric in December.

Middleton, Mass. Electric’s Lenny Ferreira retires

Leonard Ferreira, Middleton Electric Light Department’s Facilities Coordinator (Line Foreman), retired February 29 after 37 years of service. Kenneth Rollins, formerly a Working Foreman at MELD, succeeded him.

Vermont Regulators Approve Transmission Line Plan

Vermont’s Public Service Board in January approved a plan to build a 1,000-megawatt transmission line running underwater and underground between the Canadian border and Ludlow, Vt.

On Jan. 27, Senate Majority Leader Mitch McConnell (R-KY) brought S. 2012, the broad-ranging energy policy bill reported by the Senate Energy and Natural Resources Committee last summer, to the floor for consideration by the full Senate.

Supreme Court Upholds FERC’s Authority to Compensate Demand Response

February 2016 -- LEGISLATIVE UPDATE
On Jan. 25, the Supreme Court handed the Federal Energy Regulatory Commission (FERC) a victory by overturning a lower court ruling that the Agency lacked authority to regulate demand response (DR) at the wholesale level, in Electric Power Supply Association (EPSA) v. FERC.

D.C. Circuit Won’t Stay Clean Power Plan

February 2016 -- LEGISLATIVE UPDATE
On Jan. 21, the D.C. Circuit Court of Appeals rejected requests to put the Obama Administration’s signature climate initiative, the Clean Power Plan, on hold while it reviews challenges to the regulation.

Spare Transformer Company Files for FERC Declarations

February 2016 -- LEGISLATIVE UPDATE
On Dec. 4, 2015, Grid Assurance LLC – a company created by AEP, Berkshire Hathaway, Edison Transmission, Eversource, Exelon, and Southern Company – filed a petition at FERC seeking a declaratory order on proposed rate treatments for the spare transformer equipment services it plans to offer electric utilities. Comments were due to the Commission on Dec. 28, 2015.

Commissioner Clark to Retire from FERC

On Jan. 21, FERC Commissioner Tony Clark announced his decision to retire from the agency effective at the end of this year or when a successor is confirmed.

Apprentice Lineworker Program Graduate Students

On December 4, 2015, the NEPPA Apprentice Lineworker School graduated a class of 14 apprentice line workers. Over the last four years, this class studied the Northwest Lineman College curriculum, which covers 10 work-related topics each year.

Substation II Technician Training 2015 Graduates

On December 18, NEPPA held the last class for 16 Substation II Technicians. Most of the participants in this class had previously completed Substation I in 2014 and had come back to finish a more advanced training session covering all aspects of substation work.

Congress Passes Tax and Spending Bill

Before adjourning for the holidays, Congress passed, and the President signed, a $1.8 trillion package of tax cuts and allocations to fund the federal government and programs for FY16.

Energy Bill Heads for House Floor

The House is poised to consider H.R. 8, the "North American Energy Security and Infrastructure Act," the week of Nov. 30. H.R. 8 contains a number of provisions of interest to NEPPA, including providing the Department of Energy (DOE) with authority to instruct utilities to protect the grid in emergencies and improving the hydropower relicensing process.

Paxton Municipal Light Department Hires New General Manager

Paxton Municipal Light Department hired Jason Lavallee as their new General Manager on October 13, 2015. For over two decades Jason has been cultivating his knowledge base within the electric industry. His early work experience included journeyman and master electrician and journeyman lineman.

Kennedy Fights Capacity Market "Reliability" Provision as Energy Bill Goes Partisan

On Sept. 29 and 30, the House Energy and Commerce Committee considered H.R. 8, the "North American Energy Security and Infrastructure Act," a wide-ranging energy bill the Committee has been developing since the beginning of the year. The bill was reported by vote of 32-20 with only three Democrats voting in favor.

Houlton Water Company Recognized as the New England Small Utility of the Year

Meet Ron Gaudet - The New Director of Utilities

Stephen Socoby Receives CUSP Green Credential

The Utility Safety & Ops Leadership Network (USOLN) is pleased to announce that Stephen Socoby of Northeast Public Power Association has received the Certified Utility Safety Professional (CUSP) credential. He is part of the Burlington, Vt., class that took the CUSP exam on March 19. The CUSP program was developed by the USOLN to promote safety leadership in the utility industry by formally recognizing those individuals who meet specific eligibility requirements and pass the CUSP exam.

Energy Legislative Efforts Begin

On April 23, the House Energy & Power Subcommittee held its first hearing to discuss planned energy legislation. The focus of the hearing was a discussion draft titled the "21st Century Workforce Act," based on a draft by Energy and Power Subcommittee Ranking Member Bobby Rush (D-IL). Chair Upton’s decision to work with Rush indicates his desire to develop bipartisan energy legislation.

The NEPPA Regional Power Supply Committee (RPSC) met on February 27 at NEPPA’s offices. It was the first face-to-face meeting in a long time and partly aimed at getting the RPSC revitalized according to committee chair Steve Kaminski of New Hampshire Electric Co-op. "We’ve had attrition and turnover in the NEPPA member systems over the last few years, so many long-time members of the committee are no longer around or are approaching retirement."

Julio H. Leandri Passes Away Peacefully at His Home in Groton, Conn.

He was born in Groton, on June 21, 1923, the son of Albert and Marina (Fiorini) Leandri. Julio was a 1941 graduate of Robert E. Fitch High School in Groton. After high school, he enlisted in the U.S. Navy and served honorably in World War II with the Amphibious Forces in the Pacific.

Kennebunk Light & Power District Appoints New General Manager

At a special meeting of the Kennebunk Light & Power District’s (KLPD’s) Board of Trustees, the Board voted unanimously to appoint Todd J. Shea to serve as its new General Manager. Shea replaces Sharon Staz, who is retiring from the position after more than 15 years of service.
