The end of January 2014 marks the 2013 bill deadline. This means legislation that was introduced and held in its first house in 2013 must be moved into its next legislative house before the end of the month; otherwise, the bills will be considered dead for this session. Governor Brown’s final State Water Action Plan (Plan) was released on January 27, 2014 by the California Natural Resources Agency, Cal-EPA and the California Department of Food and Agriculture. At the direction of the Governor, a collaborative effort of state agencies and stakeholders formed a plan to set the direction for some near- and long-term actions on water issues for the state. The five-year plan covers budget proposals and implementation efforts for water supply reliability and the state’s infrastructure.

On Thursday January 16, 2014, Pacific Gas & Electric (PG&E) hosted an informal workshop at their headquarters in San Francisco designed to provide an overview of their 2015 Gas Transmission and Storage Application (2015 GT&S) that will set rates for the recovery of costs associated with the Pipeline Safety Enhancement Plan (PSEP) and the implementation of a new ratemaking methodology employing Risk-based Assessments.

In a recent news release, the California Air Resources Board (CARB) announced it had issued nearly $1 million in penalties against three companies for late or inaccurate reporting of their greenhouse gas emissions for 2011. This is the second time the CARB issued fines for violations of California’s Mandatory Greenhouse Gas Emissions Reporting regulation. Reports in all three cases were each more than 200 days late. These are the largest penalties assessed for violations of the Mandatory Reporting regulation. In July 2013, the CARB penalized nine other companies’ smaller amounts for late or inaccurate reporting

The January 24, 2014 meeting of the CLFP Energy Resources Committee (committee) was held at the new site housing California’s Independent System Operator (CAISO). The CAISO oversees the operation of California's bulk electric power system, transmission lines, and electricity market generated and transmitted by its member utilities. Following the meeting, CAISO personnel provided committee members with a tour of the new Folsom, California facility and an opportunity to view their state-of-the-art control room that is the most advanced grid control system in the world.
