The Senate Energy and Natural Resources Committee has announced a diverse group who will share their perspectives on natural gas issues at a series of forums; the NTSB has recommended to states that they lower the blood-alcohol content that constitutes drunken driving; and the IRS has issued a revenue procedure (Revenue Procedure 2013-27) which sets fair market values on vehicles.

NHTSA is recommending a lower threshold for drunk driving saying the .05 standard will cut traffic deaths. On the group’s recommendation, the National Highway Traffic Safety Administration advised states to cut their threshold for drunk driving from .08 blood alcohol content (BAC) level to .05.

The hydrogen refueling infrastructure may not be ready, but the cost of developing the fuel cell cars Toyota plans to launch in 2015 has plunged. Toyota's current fleet of Highlander-based vehicles, which were placed in university and utility fleets beginning in 2002, cost about $1 million a piece to develop.

Private trucking fleets are currently adding capacity at a faster rate than for-hire fleets, according to the Q2 2013 Fleet Sentiment survey conducted by CK Commercial Vehicle Research. Half of the private fleets participating in the quarterly survey indicated they were adding capacity with the power units they expected to purchase (in the next three months).

Chrysler is recalling 469,000 Jeep SUVs worldwide because they can shift into neutral without warning on startup. The recall affects 2005 to 2010 Grand Cherokees and 2006 to 2010 Commanders. U.S. safety regulators say cracks in a circuit board can cause a faulty signal as the SUVs are being started. If the vehicles shift into neutral they can roll away.

GM, in a statement from May 14, said it will rebadge Nissan's new four-cylinder NV200 commercial van as the Chevrolet City Express in the fall of 2014. The Nissan NV200, built in Cuernavaca, Mexico, went on sale at Nissan dealerships in April.

Tesla CEO Elon Musk is interested in self-driving technology for his future fleets -- and he's going to Google for advice. Musk has been talking to Google about its work with self-driving cars and how to implement such a system for future Tesla vehicles. However, Musk doesn't want to call it "self-driving," but rather "autopilot" technology.

According to GM CEO Dan Akerson, GM believes that the cost to build the Volt can be reduced in the range of $7,000 to $10,000 on the second-generation model.
