The reverse backup system is one of the most popular safety technologies in the fleet industry. Using sensors or cameras may have separate functions, but the overall goal is the same — to reduce accidents.
 
The camera — which is gaining more momentum in popularity — provides a screen for the driver to view while the vehicle is in reverse. Yet, the downside of this technology is a screen that may seem too small for drivers not accustomed to using the device.
 
"Rear vision cameras have been especially popular in delivery and waste management companies for several years," said John Helman, Vice President of Nagy Fleetnet, Inc. "Today's camera systems have evolved to smaller LCD color monitors and cameras."
 
Recently, the Los Angeles Department of Public Works began installing Rear Obstacle Detection Systems on their new shuttle buses with GVWRs greater than 10,000 lbs. These buses, according to Rick Teebay, Transit Operations, County of Los Angeles Department of Public Works, are equipped with both a safety vision rearview camera and an Intermotive Hawkeye Reverse Assistance System.
 
Another popular safety device is the backup system with sensors that use sound to warn drivers. Sensors alert the driver to nearby objects in their path and can be used as an aid while the driver is manually reversing the vehicle.
 
"Back-up sensing devices have become very common on fleet vehicles in the past three to four years. We have nationally supplied and installed over 20,000 systems in that time period," Helman said. "The majority of the vehicles we have installed on are service/technician vehicles, which range from full size cargo vans, bucket trucks, step vans, straight trucks, service bodies and pick-up trucks."

Several automotive manufacturers are installing reverse backup sensors into their newer models including Ford Motor Co., which plans on implementing Blue Oval's Cross Traffic Alert in 2009. This system is designed to help drivers when backing out of a parking spot and can detect other vehicles within 65 feet of either side of the vehicle's rear bumper.

"The popularity of both safety products continue to gain momentum in the advent of the car manufacturers offering them as features in retail cars, trucks and SUV's," said Helman. "Many industries are involved with the use of rear sensing devices and rear cameras. Some of the industries we service regularly are telecom and cable, delivery, railroad, gas and utilities and medical."
 
The price of these technologies is considerably less when compared with the cost of an automobile accident. The cost of backup cameras have declined (now costing $500 - $600 with installation), and now there's more monitor mounting location options. Costs are close when compared to an aftermarket back-up sensing device that can range from $350 - $450 with installation. Due to this, fleets in a variety of industries that mainly used sensors are beginning to use cameras in higher volumes as a safety alternative.  
 
"Some fleet managers and upper management not only rely on these products to reduce backing accidents; but see the benefits of extra protection to help prevent the catastrophic personal injury/death possibility," Helman said. "In many cases, the systems easily pay for themselves by reducing and/or eliminating costly repair damage."
 
Ford Motor Company will invest $75 million in Michigan Truck Plant's body shop to prepare for small-vehicle production.
 
The plant will begin converting its body shop in November, when the tooling and equipment specific to the Ford Expedition and Lincoln Navigator will be disassembled and transferred to Kentucky Truck Plant, which begins producing the large SUVs in the second quarter of 2009.

The move paves the way for Michigan Truck to convert to a car plant that will begin producing global C-car based vehicles in 2010.  The plant's 1,000 employees will be transferred to Wayne Assembly Plant, where a third crew will be added in January to accommodate increased production of the Ford Focus. 
  
 In 2010, Cuautitlan Assembly, which currently produces F-Series pickups, will begin building the new Fiesta subcompact car for North America.  Louisville Assembly, home of the Ford Explorer mid-size SUV, is slated to start production of small vehicles from the automaker's global C-car platform the following year.

Clean Energy Fuels Corp., entered into a agreement with American Honda Motor Co., Inc., and The FuelMaker Trust to acquire FuelMaker Corporation of Toronto for $17 million in cash. The acquisition is expected to be completed within 25 days.

FuelMaker manufactures, distributes, installs and services vehicle refueling appliances (VRA) and accessories for fueling vehicles powered by compressed natural gas (CNG). The consumer version of the VRA is the Phill, a home refueling device that compresses natural gas from the home gas line for fueling vehicles. Recent prices for consumers using the Phill at home in Southern California were as low as $1.60 per gallon.

"Due to the greater worldwide acceptance of light-duty, natural gas vehicles, we are broadening our strategic focus to offer fueling solutions for small fleets and consumers. With the Phill unit, customers can fill up at home as well as at stations," said Andrew Littlefair, Clean Energy President and CEO.
 
In the United States, the Phill is available in select areas of California, Arizona, Colorado, Illinois, Indiana, Michigan, Nevada, New Jersey, New York, Ohio, Oklahoma, Oregon, Pennsylvania, Utah, Washington, Texas, and Wisconsin.
 
Azure Dynamics Corporation has received an initial order for three units from Con Edison of New York for its Balance Hybrid Electric system integrated on Ford's E450 chassis. The Azure BalanceTM Hybrid Electric system, specified by Con Edison, has unique attributes like engine-off at idle and at below 20 miles per hour, while electronically supporting key ancillary functions like air conditioning, power steering and braking. 
 
The powertrain, with a Ford 5.4L engine, can improve fuel economy by up to 40 percent, while reducing carbon emission by up to 30 percent in city conditions.  The powertrain also offers a significant reduction in maintenance costs including up to 75 percent reduction in brake maintenance versus conventionally equipped competitors.
 
AZD has developed the Balance Hybrid Electric drive system for Ford's E450 Cutaway and Strip Chassis trucks. The Balance hybrid drive system manages the conventional 5.4 litre Triton gasoline engine and the 5-speed automatic TorqShift transmission to produce a cleaner, more fuel efficient vehicle. The hybrid features electric-launch assist, engine-off at idle and regenerative braking which combine to improve fuel economy and reduce greenhouse gas emissions.
 
As consumers are looking to purchase eco-friendly and fuel efficient vehicles, sales for August dropped across the board for automobile manufacturers. Least hit was Toyota, who only suffered a 9.4 percent decrease compaired to the 20 percent decrease reported by GM or 26 percent decrease Ford posted. Overall, sales for larger vehicles like SUVs and trucks are still seeing a vast decline.
 
Toyota's August Sales Report

Toyota Motor Sales U.S.A., Inc., reported August sales decreased 9.4 percent from last August. The Toyota Division posted a decrease of 9.4 percent and the Lexus Division reported a decrease of 9.1 percent from the year-ago month.

Toyota Division passenger cars sales were down 3.4 percent, but Camry Hybrid sales (and Camry sales) were up 3.3 percent over August 2007.  Light truck sales were down 17.6 percent and Lexus Division light truck sales were down 7.8 percent. Lexus passenger cars were down 9.8 percent, but sales of the RX 400h hybrid luxury utility vehicle were up nine percent over August 2007.
 
GM's August Sales Were Down 20 Percent

Though August total sales were down 20 percent, when compared with July, total sales were up 31 percent, retail sales were up 32 percent and fleet sales were up 29 percent. Last August's sales performance was influenced by significantly lower fuel prices and a 0 percent APR for 60 months offer on pickups.

Overall, GM August truck sales (excluding crossovers) declined 25.6 percent compared with a year ago. Chevrolet retail car sales were up 18 percent, Pontiac retail car sales increased 11 percent and Cadillac retail car sales were up 10 percent compared with last August. GM hybrid vehicles continue to gain in popularity, for the month a total of 1,629 hybrid vehicles were delivered with 7,096 hybrids sold so far.

Ford's August Sales Report

Higher demand for the fuel-efficient Ford Focus and Ford Escape continued in August, as consumers continued moving to smaller and more fuel-efficient vehicles. Ford Focus sales were up 23 percent and Escape sales were up 17 percent versus a year ago.

Overall, during August, Ford, Lincoln and Mercury vehicle sales totaled 151,021, down 26 percent. The decline primarily reflects lower demand for SUVs (down 53 percent) and trucks (down 39 percent) and lower sales to fleet customers (down 31 percent).

Ford plans to produce 890,000 vehicles in the second half of 2008 (420,000 vehicles in the third quarter and 470,000 vehicles in the fourth quarter).  The second-half plan is 50,000 vehicles lower than the previous plan. The reduction primarily reflects lower sales to daily rental companies, lower production associated with the transfer of the Ford Expedition and Lincoln Navigator from Michigan Truck Plant to Kentucky Truck Plant, and a downward revision to the company's U.S. industry sales forecast.

 
Ford Motor Co., announced its plans to cut 500 jobs at its Oakville, Ontario plant. Ford is phasing out the third shift in the body and paint areas at Oakville Assembly Complex; the same plant which assembles the 2009 Lincoln MKT, Ford Edge and Flex.
 
"This is to align production to market conditions," said Lauren More, Vice President, Communications, Ford Motor Company of Canada, Limited. "We are offering retirement incentives to help align staffing with production levels. The incentives include a $75,000 retirement allowance plus a $35,000 voucher for the purchase of a new Ford vehicle."

The cuts were made after Ford's sales dropped for the crossovers, while consumers looked for fuel-efficient alternatives. This is the second time Ford has announced job cuts at the Oakville, Ontario facility. Retirement packages were offered in 2004 when 700 employees opted for the packages.

Federal Election 2008
 
Federal political party candidates have begun campaigning in full force across the country. On Sept. 7 2008, Prime Minister Stephen Harper, after meeting with Her Excellency, the Governor-General, called a federal election. The Prime Minister announced that this election will be a choice between certainty and risk, at a time when the world's economy has entered a period of instability.
 
The Prime Minister has pledged his commitment to continue delivering steady leadership for Canadians. All parties are hard at work on their platforms. Of interest to NAFA, some of the key issues identified are as follows:
 
Conservative:
  • Continuing to work on an achievable plan to reduce Canada's greenhouse gas emissions 20 percent by 2020 and cut air pollution in half by 2015.  Included in the plan is the first-time law for industry to meet tough emission reduction targets, and national caps for industrial emissions of four air pollutants.
Liberal:
  • The implementation of the Liberal green shift, a bold plan to shift Canada's economy away from fuels that pollute and contribute to the climate change crisis, and toward more efficient and cleaner energy. Within this plan, pollution will be taxed by putting a price on Greenhouse Gas emissions that cause climate change and fuels like coal and natural gas.
 
New Democratic Party:
  • Remaining committed to introducing a plan to crack down on big polluters, combat climate change, and protect Canada's natural heritage.  Some activities that have already taken place include the passing of the Kyoto-Plus Bill (C-377), making Canada's House of Commons the world's first legislature to adopt science-based targets to cut carbon emissions.
Bloc Québécois:
  • Tackling climate change has become a fundamental issue for all of humanity, and Québec is determined to make its contribution, in its own way. In Ottawa, the Bloc Québécois, respecting Québec's choices, is leading the fight to enforce the Kyoto Protocol.
 
 
IRS Announces Schedule of Publications
 
The U.S. Treasury Office of Tax Policy and the Internal Revenue Service have announced a schedule of publications for the next 12 months. Publications of interest to fleet managers include:
  • November 2008 – Revenue procedure setting the standard business mileage rate for 2009.
  • January 2009 – Revenue procedure providing procedures for limitations on depreciation deductions for owners of passenger automobiles first placed in service during the calendar year and amounts to be included in income by lessees of passenger automobiles first leased during the calendar year.
  • January 2009 – Revenue procedure providing the maximum allowable value for use of the fleet average value and vehicle-cents-per-mile rules to value employer-provided automobiles first made available to employees for personal use in the calendar year.
Proposed Regulations for Use of
Clearly Marked Public Safety Officer Vehicles
 
The Internal Revenue Service has proposed a regulation to expand the definition of qualified nonpersonal use vehicles to include clearly marked public safety officer vehicles.

In general, employees using employer vehicles are subject to tax on the value of the personal use. Because most vehicles are, by their nature, more likely to be used for personal use, they are considered "listed property" under IRC 280F (d)(4). If the business use of these vehicles is substantiated, it is excludable as a working condition fringe benefit under IRC 132(f). For these vehicles, any amount not substantiated as business use must be included in wages. Substantiation generally requires keeping daily records of vehicle use.

These substantiation requirements do not apply to a "qualified nonpersonal use vehicle." A qualified nonpersonal use vehicle is one that, by its design, is not likely to be used more than minimally for personal purposes. Use of these vehicles is considered a working condition fringe benefit and does not require substantiation for the use to be excluded from the wages of the employee.

Clearly marked police or fire officer vehicles are also treated as qualified nonpersonal use vehicles, if the following conditions apply: the employee must always be on call; the employee must be required to use the vehicle for commuting;  the employer must prohibit personal use (other than commuting) for travel outside of the officer's or firefighter's jurisdiction.

The Proposed Regulations add "public safety officer" to this provision. This means that any Federal, state or local government employee who drives a clearly marked government owned or leased vehicle in the course of his or her duties and meets the above tests, is excepted from the substantiation requirements under section 274. A public safety officer vehicle is "clearly marked" if, through painted insignia or words, it is readily apparent that the vehicle is a public safety officer vehicle.

ENVIRONMENTAL UPDATE
Detroit Electric is making a come back with plans to progressively roll out affordable electric vehicles worldwide by the end of 2009. Detroit Electric has to-date integrated its electric drive systems into Lotus Elise's, two Proton passenger cars, Daihatsu-Cuore and VW Golf, with the intent to use these electric drive systems to development pure electric vehicles for volume production within the next 18 months.
 
Currently, Detroit Electric's electric vehicle has been identified as one of the potential progressive innovative ways to tackle the on-going concerns in Malaysia. National car maker Proton has been requested by Prime Minister YAB Datuk Seri Abdullah Badawi to test and validate Detroit Electric's technology and explore the potential to collaborate to create a range of pure electric cars.
A fleet of Ford's 3.5-liter EcoBoost V-6 engines is ready to deliver reliable V-8 power with V-6 fuel economy when it goes into production next year.
 
To-date, a fleet of direct-injection twin-turbocharged 3.5-liter EcoBoost V-6 engines have endured more than 12,000 hours of durability operation in Ford's Dynamometer Laboratory in Dearborn, which is equivalent to more than 500,000 miles of customer driving.
 
The Ford-tough testing includes 20 individual dynamometer-level tests designed to push the engine to its limits. The Road Cycle Durability test, for example, is designed to replicate real-world customer driving and vehicle maintenance patterns. For this test, engines with EcoBoost technology were subjected to 1,000 cold starts, followed by sustained operation at peak torque of 340 lb-ft and peak power of 340 hp. During the course of the test, engine coolant temperatures ranged from 12 degrees Celsius (around 53 degrees Fahrenheit) to 95 degrees Celsius (203 degrees Fahrenheit). In total, this single test required 1,000 hours of extreme engine operation, representing more than 60,000 miles of customer driving.
 

The City of Wichita placed 12 Honda Civic hybrid vehicles in service, eight of which will be part of the 10 vehicles used by city employees for travel.

"The hybrids are expected to reduce fuel costs by at least $8,400 annually by saving approximately 2,400 gallons of fuel," said Jay Newton, the city's fleet manager and NAFA Member.

The other four hybrid vehicles will be placed into service in several city departments. They will help city departments evaluate hybrids in different work environments and under unique operating conditions.

The hybrids cost $22,782 each, which is about $7,000 more than the sedans the city has been purchasing.  With the fuel savings, if the price per gallon of gas is $3.50 the cost difference is expected to be paid back in a little more than five years.

 

Biodiesel producer Innovation Fuels Inc., is investigating the potential to use stinkweed as a biodiesel feedstock. 

Stinkweed or field pennycress is a winter annual weed that grows widely across the Midwest. It is a member of the mustard family — carrying heart-shaped, flat seed packets that yield 36 percent oil when crushed.

In the first year of trials being conducted by Innovation Fuels and Morrisville State College in Morrisville, N.Y., 10 acres of pennycress will be seeded in five locations in upstate New York. The farmers involved in the trials will plant the pennycress in September, which will be harvested in May and June.

"We're planting the test plots to see if pennycress can be intercropped with soybeans and corn and the efficiency of the crop in oil production," said John Fox, president of Innovation Fuels. "We've made some biodiesel from the pennycress and are making evaluations now."
 
The initial analysis shows good cold flow properties, he said, which will make it an ideal blend with the company's current biodiesel production from waste oil, tallow and rendered fats. Fox said pennycress, which has been studied by the National Center for Agricultural Utilization Research in Peoria, Ill., needs to be developed as an alternative feedstock crop.
 
 
The U.S. Environmental Protection Agency joined forces with General Motors as part of a long-standing commitment to hydrogen fuel cell commercialization. 

With the delivery of a Chevy Equinox Fuel Cell Electric vehicle, the EPA will be the newest participant in Chevrolet's Project Driveway – an innovative market test that is helping to bring fuel cell electric vehicle technology to market. 

Over the next six months, the EPA Headquarters motor pool will use the vehicle to conduct business in Washington, D.C. – emissions free – while allowing the on-board electronic recording devices to track the real-world performance data.

The EPA's participation in Project Driveway is the latest partnership with GM, in which the agency has helped the automaker test advanced propulsion systems.

Free and open to all, NAFA's Fleet Technician Service Resource Web site is designed to assist fleet managers in identifying the educational resources needed by their service technicians. Because NAFA recognizes, encourages and promotes the certification of automotive service professionals by the National Institute for Automotive Service Excellence (ASE), the Web site is organized according to ASE's testing categories.

By clicking on each of the categories, you or your service technicians can see a selection of the most useful books, videos, CDs and other resources designed to prepare technicians for the ASE test in that category. ASE measures the skills of automotive service professionals through its national certification program through which ASE-certified technicians prove their technical competence to themselves, to their employers and to their customers.
