The Canadian Fleet Management Seminar was a resounding success with close to 60 participants who traveled across North America to attend the first-ever FMS offered in French as well as English.

"This Seminar was a series of firsts - the first time we held a Canadian Seminar in Montreal, the first time we offered the FMS in French, and the first time we drew such interest from the Canadian media," said Lt. Col. Kate Vigneau, CAFM, Logistics Section Chief, Government of Canada, Joint Warfare Centre and FMS Faculty.

This premiere educational event was the result of collaborative teamwork effort to deliver the French version to NAFA membership and attendees. Attendees ranged from new fleet managers to seasoned veterans who discussed key facts and principals associated with policies and procedures; acquisition and disposal; fleet organization and responsibilities; maintenance management; and risk management.

"In both the English and French Seminars, we had motivated people who were committed to professional advancement and who were very happy that NAFA was able to provide quality education. There were fleet managers with anywhere from 3 weeks to 36 years experience in attendance — and once again the networking and learning opportunities were extremely valuable," Vigneau stated.

Bill Hockridge couldn't be happier. The Ontario Chapter's Annual Ride and Drive went off without a hitch on September 23.  Over 200 guests drove through Canada's Wonderland Theme Park in Toronto on what was a sunny fall day and the feedback Hockridge received was overwhelmingly positive.

"We had full use of the parking areas, making our own driving course; tons of room to say the least," Hockridge said. Hockridge is the Ontario-Chapter's Affiliates Chair.

There was room enough for 13 manufacturers who supplied over 100 vehicles and nine various fleet suppliers. Manufacturers included Kia Canada, Mazda Canada, General Motors of Canada, Chrysler Canada, Nissan Canada, Ford Motor Co. of Canada, Toyota Canada, Subaru of Canada, Volvo Canada, Mitsubishi Motors, Mercedes-Benz Canada, Hyundai Auto Canada, Audi Canada, Action Van & Truck World, Farmbro, Inc., GWA Van & Truck Liberty Motor Co.
 
In addition to all the information and vehicles, one supplier bought an emission free ice maker for arenas for display. A  highlight of the event was the television crew from the Canadian E-Network who was on-hand to interview Hockridge and others for the Neighbourhood Mechanic show.   

"We were also fortunate enough the gentleman out from the Neighbourhood Mechanic show, which will be aired on the E-Network. I was interviewed and explained NAFA as they spent some time there interviewing manufacturers reps and driving vehicles with their camera crew," Hockridge said.

GE Capital Solutions Fleet Services hosted more than 100 NAFA Fleet Management Association members and guests at a recent North Central NAFA Chapter meeting. The meeting was held September 17 at GE Capital Solutions Fleet Services' Eden Prairie, Minnesota, headquarters. The agenda topic for the quarterly meeting was the timely discussion of hybrids and alternative fuel options applicable to commercial truck fleet applications.

Dan Kratz, GE's truck operation manager, kicked off the meeting with a presentation highlighting technology gains that are accelerating the commercialization and acceptance of hybrids and alternative fuels in truck fleets. Discussion included bio-fuels, diesel-electric hybrids and electric vehicles.

In addition, several truck manufacturers shared their hybrid and alternative fuel vehicle options for medium and heavy-duty trucks with the audience. Representatives from Azure, Inc., Chrysler, Daimler/Freightliner, Ford, General Motors, International Truck, Kenworth/Paccar, Sterling Trucks, Clean Cities of Minnesota and the Governor's Taskforce were present to answer any questions attendees had on green initiatives for commercial truck fleets.

After the presentations concluded, attendees were invited outside to take an up-close look at hybrids and alternative fuel model options available for medium and heavy-duty trucks.

NAFA Member Shirley Collins, CAFM was recently promoted to Director, US Fleet Management at GlaxoSmithKline in North Carolina.  
 
Collins has been a NAFA Member since 1992 and has served as a regional trustee from 1999-2001. In addition to serving on several boards and committees including the National Education Development Committee and I&E Curriculum Committee, she has also served as chair of the National Program Committee, co-chair of the National Certification Board and served as chair for her chapter. 
 
Stacy Lee will assume the new role of US Fleet Compliance & Customer Service Manager.

Green fleet blog articles are a key feature of DonlenGreenKey.com, utilizing commentary from industry experts on the latest environmental news and subjects influential to greening fleets.  In addition, a public forum is available allowing fleet managers to share experiences, best practices, and general comments on industry news and developments.

Among the tools on DonlenGreenKey.com is a "roadmap" that offers step by step instructions for creating a green fleet policy as well as a questionnaire that can help assess readiness of a corporate fleet to go green.  There are also opportunities throughout the site to contact experienced consultants for direct answers to specific green fleet issues.

The EPA announced the first $3.4 million in funding for clean diesel projects under the $50 million Diesel Emission Reduction Program to improve air quality and protect public health. This campaign makes awards to save fuel and lower greenhouse gas and diesel exhaust emissions from the country's existing fleet of 11 million diesel engines.  

Three organizations received $3.4 million for small trucking firms to lower fuel costs and shrink their carbon footprints through innovative loans and rebates. The organizations receiving funds under the national diesel program are: the Community Development Transportation Lending Services, Washington, D.C.; Cascade Sierra Solutions, Oregon; and Owner-Operator Independent Drivers Association, Missouri.

EPA will also begin disbursing $14.8 million for State Clean Diesel programs. All 50 states will receive funds, and 35 states will put matching resources toward the program. Later this fall, $27.6 million in grants will be distributed by EPA's ten Regional offices. Finally, grant awards for emerging technologies totaling approximately $3.4 million will be announced this winter.

U.S. Environmental Protection Agency Administrator Stephen L. Johnson debuted the fourth generation of Chevrolet's Equinox Fuel Cell Car, the newest addition to the agency's vehicle fleet. The new car underscores EPA's support for national efforts to develop clean energy technologies and help move the United States toward energy independence.

"EPA is turning the key on an engine of change, by turning fleet emissions from carbon dioxide to water," said EPA Administrator Stephen L. Johnson. "EPA supports new technologies such as hydrogen fuel cells that are good for our environment and good for our economy."

The vehicle, the forth generation Chevrolet Equinox Fuel Cell, is an electric car enabled by General Motors' advanced fuel cell propulsion system and is tested and engineered for 50,000 miles of driving life. With hydrogen as its only fuel, this vehicle emits no greenhouse gases and serves as an alternative to traditional, petroleum-dependent vehicles that emit carbon dioxide, nitrous oxide, and other air pollutants

General Motors will invest $370 million to build a new manufacturing plant for its global 4-cylinder engines in Flint, Michigan. The plant will begin production in the U.S. in 2010, and will be the exclusive manufacturing facility in North America to produce the Chevrolet Volt's range extending engine.

The investment in Flint is one of several that have been announced at U.S. plants in the past 10 years.  GM plans to double its global production of small four-cylinder engines by 2011, with more than half of the increase coming in North America.
The Ford F-Series added fuel efficiency on the 2009 F-150 by implementing a significant miles per gallon improvement across the entire F-150 lineup.

The F-150 SFE "superior fuel economy" edition will get up to 21 miles per gallon on the highway while still providing 7,500 pounds of towing capability. The new SFE package will be available on F-150 SuperCrew XL and XLT 4X2 vehicles with 4.6-liter, 3-valve V-8 engines and 5.5-foot beds. 

On sale this month, the new F-150 offers fuel economy that has improved an average of 8 percent across the entire lineup as a result of a wide-range of engineering enhancements.  The fuel economy gains reach as high as 12 percent versus the prior model year on F-150 models equipped with the high-volume 3-valve, 5.4-liter V-8 engine.
 
Chrysler, LLC, will select one electric-drive model to be produced in 2010 for consumers in North American markets, and European markets after 2010. The company forsees 100 Chrysler electric vehicles on the road in government, business, utility and Chrysler development fleets in 2009.

The Electric Vehicles will utilize just three primary components:  an electric motor, advanced lithium-ion battery system and an electric-drive system.  The three vehicles Chrysler will implement the technology into include Chrysler, Jeep and Dodge.

The Jeep EV and Chrysler EV will be able to go a range of 400 miles, including 40 miles of zero fuel-consumption, zero-emissions, all-electric operation on  eight gallons of gasoline.
 
The development of Chrysler's Electric Vehicles and Range-extended Electric Vehicles is led by ENVI – the Company's in-house organization that was formed to focus on electric-drive production vehicles and related advanced technologies.
Nissan Motor Co., Ltd., NTT DOCOMO, INC. and Sharp Corporation have jointly developed a mobile phone capable of functioning as an intelligent key for automobiles. The device will incorporate Nissan's Intelligent Key system, already a standard feature in various Nissan vehicles.

Nissan's Intelligent Key system, installed in more than 950,000 units of various Nissan models since 2002, employs two-way wireless communications technology to automatically unlock/lock the car door and start/stop the engine. 

Nissan and Sharp has now integrated these electronic intelligent-key, wireless communications and electromagnetic technologies into the new handset. Nissan, DOCOMO and Sharp continue to develop the product with an aim for commercial distribution in early fiscal year 2009.

Support for Electric Low-Speed Trucks Continues in Canada
 
The recent changes made to the definition of low-speed vehicles, or LSVs, by Transport Canada to include low-speed trucks now allow British Columbia-based low-speed truck manufacturer Canadian Electric Vehicles Ltd. to market its LSV across Canada.
 
Announced in September by Brian Jean, then Parliamentary Secretary to the Honourable Lawrence Cannon, then Minister of Transport, Infrastructure and Communities, the marketing of zero-emissions, electric low-speed trucks in Canada is another step in an ambitious environmental agenda.
 
Canadian Electric Vehicles Ltd.  has received the approval to affix the National Safety Mark to its LSV, the might-E-truck.  Through this mark, the company has certified that its LSV truck meets the three federal regulatory standards for LSVs and can market it across the country.
 
Transport Canada continues to encourage vehicle manufacturers to make electric cars and trucks that meet all the safety standards that apply to conventional cars and trucks.  Through this method, electric vehicles can offer the same level of occupant protection as conventional vehicles, all the while eliminating tailpipe emissions or negative impacts on local air quality.
 
Congress May Adjourn Without Action on Energy Legislation
 
Congress may adjourn this week without taking final action on legislation to extend lapsed or expiring tax credits breaks for alternative energy and other items.  The possibility that Congress could adjourn without extending a suite of renewable energy tax breaks became increasingly likely when a standoff continued between the chambers on how to advance the measures.  The pending legislation includes an extension of  the $1.00 per gallon production tax credit for biodiesel through 2009,  provides a federal tax break for installation of auxiliary power units to restrict heavy-truck idling, and establishes a new credit for plug-in electric drive vehicles.

ENVIRONMENTAL UPDATE
A year-long study by San Diego Gas & Electric (SDG&E) has confirmed the viability of electricity as a clean and low-cost transportation fuel and the advantages that plug-in hybrid electric vehicles offer over standard hybrid electric vehicles for increased gas mileage and lower tailpipe emissions.
 
In response to increased interest in alternative-fueled vehicles, SDG&E evaluated the two standard hybrid vehicles for six months and, using the same pool of drivers, evaluated the converted plug-in hybrid vehicles for an additional six months.
 
SDG&E tested the performance of two 2007-model standard hybrid vehicles and then converted them into plug-in hybrids, using a lithium-ion battery conversion kit. When compared with the standard hybrid, the plug-in hybrid achieved a 60-percent increase in gas mileage, a 37-percent decrease in carbon dioxide (CO2) tailpipe emissions, and an 18-percent reduction in fuel costs. When compared with conventional gasoline-fueled vehicles that average 22 miles per gallon (MPG), the fuel cost savings jump to 57 percent.
 
Today, California's electricity capacity could recharge as many as 4-million plug-in hybrids when charged during off-peak hours when electricity use is low. The plug-in hybrid's fuel-cost savings over traditional gasoline-powered vehicles would save these 4-million consumers nearly $6 billion a year at today's average gasoline prices.

The converted plug-in hybrids recharge their batteries through a standard 110-volt household outlet and charge in five to six hours for a 5-kilowatt-hour lithium-ion battery. Original equipment manufacturer plug-in hybrids will recharge in as little as three hours using a 240-volt wall unit for an 8-kilowatt-hour battery. Gas mileage in the plug-in hybrids is greatly improved because the vehicles use electricity from the grid and can run in electric-mode longer and more often than standard hybrid cars.
 
GEM, a Chrysler, LLC, company, debuted the Peapod Neighborhood Electric Vehicle - the first in a series of product launches.
 
The GEM Peapod is considered the next generation of clean, gas-free and emission-free, battery electric vehicles.  The vehicle is enhanced with ergonomic, supportive, mesh seating, which enables air circulation for comfort and uses eco-friendly recycled and recyclable materials. The re-designed GEM is scheduled for production in 2009.

In addition to the 2009 GEM Peapod neighborhood electric vehicle, GEM also plans to market a new light-duty, battery electric commercial truck and a larger city electric vehicle, with more range and performance. These vehicles are scheduled for production within the next year.

GEM has produced over 38,000 vehicles which are currently being used in a variety of settings including city centers, planned communities, military bases, college campuses, corporate and commercial centers, and city, state and national parks.

GEM cars are available in six models: two-, four- and six-passenger cars and three utility vehicles. GEM neighborhood electric vehicles have a top speed of 25 miles per hour, a range of up to 30 miles per charge (battery charge is extended through use of regenerative braking) and are street legal in more than 40 states. The vehicles can be recharged anytime, anywhere with a standard 110-volt outlet. Recharge time is approximately six to eight hours.
PHH Arval will host a live Webinar entitled "Greening Your Truck Fleet: Technology, Tools, and Techniques," on Monday, November 3, 2008, 1:00 – 3:00 p.m. Eastern. Speakers include Rachel Beckhardt, project manager of Corporate Partnerships, Environmental Defense Fund; Kevin Snow, Eaton; and CJ Baltali, Fleet Services Applications Engineer, PHH Arval.

Topics to be covered include: how to tie corporate environmental goals to truck strategy, new truck hybrid technologies available in the marketplace, case studies of organizations utilizing hybrids and other technologies and the expected payback period, government emissions regulations in effect and under review and how they impact business, technology or driver behavior training for reducing truck fleet emissions.
Four ASTM International Standards that specify biodiesel have achieved final ASTM approval and will proceed toward publication and availability, which is anticipated for mid-October. The new and newly revised specifications will be used in engine design, to include in bid and purchasing contracts or to check fuel quality at the pump.

The standards include the following:

ASTM D975-08a, Specification for Diesel Fuel Oils, now includes requirements for up to 5 percent biodiesel; ASTM D6751-08, Specification for Biodiesel Fuel Blend Stock (B100) for Middle Distillate Fuels, now includes a requirement for cold soak filterability; ASTM D7467-08, Specification for Diesel Fuel Oil, Biodiesel Blend (B6 to 20), covers blends between 6 (B6) and 20 (B20) percent biodiesel for on- and off-road diesel. In addition, D396-08b, Specification for Fuel Oils, now adds biodiesel blend specifications up to 5 percent by volume (B5).

The American Soybean Association (ASA) applauds the United States Senate for passage of the Renewable Energy and Job Creation Act of 2008. The bill includes a one year extension of the biodiesel tax credit, which is a top priority for the ASA and the nation's soybean farmers. The biodiesel tax credit was scheduled to expire on December 31, 2008. The bill was overwhelmingly approved by the Senate on a vote of 93-2, and it now goes to the House of Representatives for consideration.
 
In 2007 alone, U.S. biodiesel production displaced 20 million barrels of petroleum. The U.S. biodiesel industry supports over 20,000 jobs and added over four billion dollars to the economy last year. Biodiesel is also a cleaner burning fuel that reduces carbon lifecycle emissions by 78 percent, the equivalent of removing 700,000 cars from the nation's roadways.
 
"A viable biodiesel industry can play an important role in our efforts to achieve energy independence, boost the economy and improve the environment," said ASA President John Hoffman, a soybean producer from Waterloo, Iowa.
 
The bill, which extends a variety of renewable energy tax provisions, also includes language that denies the biodiesel tax credit to fuel produced outside of the U.S. for consumption outside of the U.S. This is intended to shut down the abusive "splash and dash" practice that currently allows foreign produced fuel to enter the U.S, claim the biodiesel tax incentive, and be shipped to a third country for end use.
 
In 2005, ASA and its 25 State Affiliates successfully lobby Congress to extend the biodiesel tax incentive through 2008. Biodiesel sales grew from 75 million gallons in 2005 to 450 million gallons in 2007. The growth in biodiesel sales has raised soybean prices by a conservative estimate of at least $2.00 per bushel, increasing annual soybean farmer revenue by $5.1 billion.
CleanScapes, Inc., a newly-designated City of Seattle, WA solid waste contractor, has awarded Clean Energy Fuels Corp. a contract for up to 10 years to build and operate a compressed natural gas station and provide fuel for CleanScapes' 40 new CNG-powered refuse trucks.

"The CNG trucks will be used mainly for residential collection and will provide a very welcome reduction of emissions and noise levels in some of the most populated areas of Seattle," said Chris Martin, CleanScapes' President.

Clean Energy's fuel contract with CleanScapes includes a preferential fuel pricing provision. The new CleanScapes time-fill CNG fuel station, to be designed, built and operated by Clean Energy, will be located south of Seattle's downtown area. Starting in April 2009, CleanScapes will deploy the CNG fleet to provide waste collection services to more than 64,000 residential and business customers in the Central and Northeast sections of Seattle.
