The award, organized by MMM Business Media International (publisher of Fleet Europe Magazine and www.fleeteurope.com), was handed out to Claus-Peter Kruger of Shell on October 16, 2008 during a ceremony in Berlin. Pratt, Director, Global Fleet, Global Supply Chain, Ecolab, was nominated alongside Ralph Ruckgaber of IBM, Luc Dendievel of Johnson & Johnson, Martin Hahne of ThyssenKrupp, Gael Robert of UTC, and Kruger. "The entire NAFA family is very proud of Gayle and her accomplishments on the international front," said Phillip E. Russo, CAE, NAFA's Executive Director. "She has, naturally, brought a global perspective to the NAFA Board, the results of which will be far-reaching for NAFA. I have been privileged to work under her leadership for the past year and a half and hope she will continue to contribute her unique and valued expertise for many more years." The International Fleet Manager of the Year rewards the person who has most successfully operated or implemented his/her international fleet management strategy taking into account local differences and best practices. Candidates are elected by a jury composed of experts in the fleet industry, international fleet managers, members of the editorial team of Fleet Europe and editors of national fleet magazines. Gayle Pratt is in charge of an Ecolab fleet, which has more than 13,500 vehicles total, including 3,749 vehicles in Europe alone. The company has a presence in 160 countries and is headquartered in St. Paul, Minn. Headline News The propane industry launched the latest version of its fleet cost calculator designed to help fleet managers understand the costs associated with using propane-fueled vehicles. The online fleet calculator is available at www.propanecouncil.org/fleetcalculator/. The calculator will help analyze the affects of fuel prices, vehicle gas mileage, initial vehicle price, local and state rebates, and federal tax credits, and allows users to estimate costs over a 10-year period, factoring in revenue from the sale of vehicles. The New Jersey Assembly passed the Motor Vehicle Owners' Right to Repair Act (A-803) by a vote of 49 in favor, 22 against, and 8 abstaining. Introduced by Assemblyman Reid Gusciora (D-Mercer), the Right to Repair Act ensures that New Jersey independent repair shops will have the same access to service information, tools and software that vehicle manufacturers make available to their new car dealers. Aaron Lowe, Vice President of Government Affairs for the Automotive Aftermarket Industry Association (AAIA), testified that the service and parts business is becoming a growing percentage of car companies' profits, and therefore, it is of great concern that independent repair shops are becoming more dependent on the car companies and their dealers for tools and information. "The commercial interests at stake in the vehicle repair market demand that Right to Repair legislation be enacted to ensure a level playing field where consumers continue to have a choice of where they have their vehicle serviced," Lowe stated. Other groups testifying in favor of the bill included the Alliance of Aftermarket Service Providers of New Jersey (AASP-NJ), New Jersey Gasoline-Convenience-Automotive Association (NJGCA), Citizen's Action, National Federal of Independent Business (NFIB), and AAA. More Minnesota State employees are heeding Governor Pawlenty's call to reduce petroleum fuel consumption and use cleaner-burning alternative fuels like E85 in state vehicles whenever possible. According to a new report from the Minnesota SmartFleet Committee, E85 use in the state fleet during the first three quarters of 2008 is 55 percent greater than during the same period in 2007. "We have increased our E85 use to approximately 12 percent of our total fuel purchases," said Tim Morse, chair of the SmartFleet Committee and director of Fleet and Surplus Services, Minnesota Department of Administration. "That's very good progress toward our goal, but with E85 available at more than 360 locations statewide, we can do even better." There are an estimated 200,000 vehicles that can use E85 as well as gasoline on the road today in Minnesota. As with the State fleet, the Minnesota Department of Commerce has noted an increase in overall E85 sales throughout 2008, even as gasoline sales have declined for four consecutive months. While vehicles using E85 instead of gasoline get fewer miles per gallon, the price of the ethanol-based fuel in Minnesota is averaging from 40 to 60 cents less than regular unleaded, according to the American Lung Association of the Upper Midwest, which tracks E85 prices on its www.CleanAirChoice.org Web site. The UAW filed a federal lawsuit against auto supplier ZF Boge, stating the company's decision to close its Paris, Ill., manufacturing plant is a breach of contract. "We had a very straightforward agreement with the company," said Gary Abernathy, Local 2343 Bargaining Chairman. "If they agreed to keep our plant open, we would modify our contract. We kept our end of the bargain -- and now they're closing our plant anyway. That's a breach of contract. We're suing to enforce our agreement, plain and simple." Only one of the two facilities would remain open, according to company officials, who requested modifications in the UAW contract. In June 2007, Local 2343 members ratified an agreement that froze their pension plan and reduced working hours. ZF Boge management then advised the union that the Paris facility would remain open and implemented the contractual changes. In November 2007, some equipment and work was transferred from the company's Hebron, Ky., plant to the Paris facility. In April 2008 ZF Boge management reversed course, and announced that the Paris facility would be closed, and the Hebron plant would stay open instead. "We know that times are tough in the auto industry," said Abernathy. "That's why we agreed, mid-contract, to changes that would save the company millions of dollars. In exchange, they promised to keep our plant open." The lawsuit, filed in the Urbana Division of the U.S. District Court for the Central District of Illinois, calls for the Paris plant to remain open, and for workers to be made whole for the damages they suffered as a result of ZF Boge's violation of the signed labor agreement. General Motors is exploring a potential sale of ACDelco, its global independent aftermarket parts business, a brand of GM Service & Parts Operations. A sale is expected to promote more rapid growth of ACDelco globally. As the company announced in July, GM is undertaking a number of initiatives to bolster its liquidity position by approximately $15 billion through year-end 2009, including the sale of assets that are expected to generate approximately $2 to $4 billion of liquidity. In addition to the ACDelco business, GM previously announced it is exploring the potential sale of its Hummer brand and its technical and manufacturing center in Strasbourg, France. ACDelco provides light-duty maintenance and repair parts and associated services for both GM and non-GM vehicles in more than 100 countries. Part of GM Service & Parts Operations, ACDelco is headquartered in Grand Blanc, Mich., with approximately 600 employees worldwide. GM has retained Merrill Lynch to assist in this initiative. SPOTLIGHT ON LEGISLATION Auto Thefts Decrease by Nearly Half in British Columbia The car-theft rate in British Columbia continues to decline, falling 45 percent across the province and 54 percent in the Lower Mainland from 2003 levels, the year the bait-car program was first introduced. The bait-car program, along with other innovative programs like immobilizer technology and integrated road safety units, is being credited with reducing the number of car thefts across the province to 6,700 in the first six months of 2008 from 12,100 in the first six months of 2003. Solicitor General John van Dongen announced the new statistics, highlighting that the decreases in auto theft demonstrate that car thieves are more aware of police crime-fighting tools, and the public is better educated on steps they can take to protect their vehicles.
The Ontario government has tabled legislation that will ban drivers from using electronic devices for chatting, text messaging, and e-mailing and will force motorists to use hands-free equipment. Introduced on October 28 by Transportation Minister Jim Bradley, the proposed bill will include regulations for the use of all electronic devices, including BlackBerrys and Global Positioning Systems (GPS). If passed, this move will see the province follow Newfoundland, Quebec, and Nova Scotia, which have all recently brought in new guidelines to prevent drivers from using hand-held devices. In addition, the governments of Manitoba and Prince Edward Island are considering similar legislation. Drivers who are caught by police using an electronic device that is not hands-free will face fines of up to $500 and demerit points. In anticipation of extensive bans of electronic devices for drivers, North American car manufacturers have already begun building hands-free technologies right into the new models. Transport Canada estimates that driver distraction is a contributing factor in about 20 percent of all collisions. Drivers who use cell phones are four times more likely to be in a crash than drivers who are focused on the road. Economic Stimulus When Congress returns for a post-election session, on the agenda will be a second economic stimulus package. Included will be a proposal for the U.S. High Efficiency Advanced Truck Technology (US-HEATT) Program. The proposal calls on the federal government to provide targeted economic stimulus funding of $1.5 billion to support the rapid adoption of new truck technology. According to some estimates, within 36 months the number of hybrid trucks on the road could grow from 600 to 10,000 if US-HEATT were to be adopted.
The California Air Resources Board (ARB) will be conducting a public hearing on Dec. 11 and 12 in Sacramento to consider the adoption of a proposed regulation to reduce emissions from in-use on-road diesel vehicles. In a draft rule unveiled by the ARB on Oct. 24, owners of diesel trucks that operate in California would be required to install particulate filters in 2010 and begin retrofitting older vehicles with low-emitting engines in 2012. The rule would be applicable to all trucks travelling on the state's roads, including vehicles located or registered outside of California. ENVIRONMENTAL UPDATE General Motors Corp. is pursuing a global energy strategy that addresses global energy and climate issues and helps reduce the automobile's reliance on petroleum by improving the energy efficiency of existing motor fuels and developing alternative energy and alternative propulsion systems. On Oct. 20, GM held a media workshop to share its world-leading technologies in sustainable biofuels with China. The workshop reinforces GM's new energy strategy centered on energy security and diversity and supports China's sustainable development of automotive energy and transportation systems. Currently, China is the world's third-largest ethanol producer, behind the United States and Brazil, with annual production of around 1 billion gallons. The development goal of China Automotive Energy Research Center (CAERC) is to provide support for China's policymaking on automotive energy strategies, technology roadmaps, and management mechanisms. At the same time, CAERC is working with various organizations in academia and related industries in China to accelerate the development of the new energy automotive industry. Hitachi, Ltd. and Hitachi Vehicle Energy, Ltd., which manufacture lithium-ion batteries for hybrid electric vehicles (HEV) and other uses, announced they have been awarded an order from U.S.-based Eaton Corporation to supply motors, inverters, lithium-ion batteries, and other components for Eaton's hybrid power systems to be delivered through 2011. Plans call for commercial vehicles using Eaton's hybrid system to be rolled out in markets in North America, Europe, and Asia. Hitachi expects the global market for commercial vehicle and passenger car HEVs to continue expanding from the 690,000 unit level recorded in 2007 to 1.5 million units in 2010. Eaton hybrid commercial vehicles deployed in fleet operations are currently achieving between 30 percent and 60 percent savings in fuel costs, dependent on driving route and operating conditions, along with similar percentage decreases in NOx and other harmful emissions. The California Air Resources Board's "Drive Clean California Campaign" and vehicle manufacturers recently showcased the latest efficient, clean technology vehicles at Brea Mall. On display were the newest hybrid, compressed natural gas and super-clean gasoline vehicles and consumers were able to consult with experts about vehicle smog and global warming scores, fuel economy, and state, federal and local incentives. Starting in 2009, new Environmental Performance Labels will be required on all new cars sold in California. The label displays a smog score and global warming score on a scale of 1 to 10, with the highest scores indicate the cleanest vehicles. The four vehicle makes and models showcased at the event included: 2009 Nissan Altima: hybrid-electric (smog score: 9 / global warming score: 9) A new analysis found that the U.S. ethanol industry produces enough ethanol feed co-products to feed all the cattle raised in Texas, Nebraska, Kansas, and Colorado, the nation's top four livestock feeding states. The analysis, prepared by Washington-based Renewable Fuels Association, examined the role ethanol production plays in supplying feed to livestock producers worldwide, thereby extending corn supplies for domestic and export markets.
