Distracted driving is a hot topic in the industry, especially with today's highways filled with drivers making phone calls, sending text messages, eating breakfast, and even putting on makeup or shaving. All distractions are dangerous, but cell phone use, in particular, has risen to epidemic proportions in recent years. That's why many who tuned in for the Oct. 7 webinar walked away with valuable information and left nothing but praise.

"This was one of the best-presented and most informative webinars I have ever 'attended'.  I plan to use some information from the presentation to send a global e-mail to our county employees regarding the new State of Oregon cell phone law that goes into effect Jan. 1, 2010," said Michele Gardner, Fleet Operations Manager, Multnomah County, Portland, Oregon

David Teater, who leads the National Safety Council advocacy initiatives to reduce deaths and injuries associated with teen driving and distracted driving, ran the webinar.

"Teater was an excellent presenter -- very well-versed and easy to listen to. The personal interest aspect of presenter to the topic was unexpected but put much more meaning into the session.It took my breath away," said Sheryl A. Grossman, Fleet Manager, GE Healthcare. "Looking at the slides independently is valuable, but hearing him present added just 'that' much more."

All distractions are dangerous, but cell phone use, in particular, has risen to epidemic proportions in recent years. In January, the NSC became the first organization to call for a nationwide ban on all forms of cell phone use while driving. The webinar covered including cell phone bans, corporate productivity and liability, the current legislative environmental, and misconceptions about cellphone driving, as well as potential technology solutions.

"One of the most important issues I gained from the presentation was about liability concerns for the employer if either there is no clear policy on cell phone use in company (county) vehicles, or by providing hands-free devices to comply with the law, it gives the impression that the company (county) encourages or expects drivers to use cell phones while driving," said Michele Gardner, Fleet Operations Manager for Multnomah County, Portland, Oregon. "It's something that I've passed on to higher management within Multnomah County to discuss with our Risk Manager for policy development."

Other NAFA Members are also taking action. "The presentation was the extra inspiration we needed to begin drafting our own city policy," said Chris Burgeson, CAFM, Fleet Manager, City of Napa, California. "Our safety coordinator is planning on presenting this to other city employees who missed it."

"That was a very good and timely presentation, as we are looking at comprising a new cell phone policy for our employees," said Avery Gravitt, Director, Fleet Services, Forsyth County Board of Commissioners.

As further proof that distracted driving has become a national problem, United States Transportation Secretary Ray LaHood took part in a national Distracted Driving Summit on Oct. 1 and pledged an administration-wide effort to combat the growing problem.  LaHood pointed out that recent research by the National Transportation Safety Board showed that nearly 6,000 people died in crashes last year involving distracted or inattentive drivers.

The NAFA New Jersey and New York Chapter Annual New Model Car Show and Ride and Drive was a success -- with 100 members in attendance, the cars on display, and the beautiful weather. 

Tom Bonaduce, Associate Fleet Manager of Siemens Shared Services, was looking at the Caravans on display.  "I'm looking for comfort," Bonaduce said. "We can't do acceleration because of the course, but the most important things I'm looking for are the safety items."

Bonaduce was just one of almost 100 NAFA New Jersey and New York Members to attend the Oct. 13 event at the Birchwood Manor in Whippany, N.J.  Attendees gathered for breakfast, provided by Fleet Response, before heading out to the parking lot filled with new cars and the latest technology.

Gerard Merritts of Volvo Cars of North America, LLC was showing one of the most popular cars at the Ride and Drive. His XC60 Model included a rear-view safety device, allowing drivers to see the view behind the car while looking at the dashboard, and a popular "City Safety" device that applies the brakes to the car automatically when the car is going speeds of 2 to 9 miles an hour and coming up to an object.

"People are always floored by the fact the car stops on its own," Merritts said. "It's a very exciting and bewilderment to everyone who drives the car; they always have to back up and try it again."

Merritts explained to groups of interested members that this feature can avoid collisions. The "City Safety" device also slows vehicles down if they're traveling more than 9 miles an hour. 

"It's an impressive feature," said Arthur Kappel, Fleet Service Advisor for Cablevision Systems Corporation, Fleet Management and Chair of NAFA's New York Chapter. "Rear end collisions at slow speeds are one of the most frequent occurring types of accidents.  We see them every day.  It could even possibly pay for itself after preventing just one collision." 
 
"Volvo does it again!  Another great safety feature. I hope to see it on all Volvo products," said Angela Gregorowicz, Supervisor for Roche R and Chair of NAFA's New Jersey Chapter.

Another favorite was the Smart Car, which was meant for city streets but handled superbly around the course provided by ADTS.

Manufacturers for the Ride and Drive included Audi, Mercedes Benz, Subaru, American Honda, Ford, Volvo, Chrysler, Mazda, Toyota, General Motors, Smart Manhattan, and EV Power Systems. 

"This year we saw the addition of a tent outside with literature and reps from the manufacturers," Gregorowiz said. "The Volvo demo was a new addition.  This was the also the first year for a Smart car."              

"I think more than ever people are getting out to meetings to network, look for jobs, sales leads, and so on," Kappel said.

NAFA's Philadelphia Chapter welcomed all local fleet professionals to a day of education, networking, and an interactive Ride & Drive on Oct. 7 at the DuPont Country Club in Wilmington, Delaware. More than 85 NAFA Members, Affiliates, and other fleet professionals participated in the event.

The day began with a presentation from Tony Bandiero, Director for Greater Philadelphia Clean Cities (GPCC). The presentation, entitled "Helping To Drive Your Fleet Green," was a well-informed session on GPCC's mission, how fleets in the local area can start greening their fleets, and how GPCC can help them do so, including how to secure grants to fund the project.

"If you haven't already started to green your fleets, now is the time to do so," said Bandiero.

Wyeth retiree John O'Donnell also took a moment to speak about the 22q13 Deletion Foundation, which is a support network and organization that helps families with children affected with 22q13 Deletion Syndrome. The Philadelphia Chapter is very active in supporting and raising money for this cause. For more information and how to donate, visit http://www.22q13.org.

Following the presentation was an afternoon of networking and lunch on the terrace. Fleet professionals caught up with old friends and networked with new ones. Discussions included green fleets and new products, and a vast selection of door prizes were awarded.

Although it was a very windy day, fleet professionals poured into the parking lot to take review the latest cars, trucks, and other vehicles on hand.

NAFA Member Charles Woolard of Wyeth Pharmaceuticals commented, "I come for the networking, and there is a wealth of information at these events. It is really nice to just interact with other fleet managers and see what's on the market."

There was a vast selection of vehicles from Audi, Chrysler, Ford, GM, Mazda, Mercedes, Nissan, Subaru, Toyota, Volvo, and Volkswagen, including various alternative fuel vehicles, such as an impressive PECO Energy Exelon company truck. Other products and vehicles that were featured include AutoPort, Inc.; Reading; Federal Signal; and Knapheide.

"Where else can you come to a venue with this selection of vehicles and new products?" said Denise Tracy, Bay Shore Ford, New Castle, Del.

Fleet managers now have access to comprehensive online tools and materials to help them cut costs and emissions.  The Environmental Defense Fund's (EDF) new site, http://edf.org/greenfleet, assists companies in reaching out to their fleet drivers to help identify practical, effective ways to improve fuel economy and reduce greenhouse gas emissions.

"Corporate fleets account for more than 3 million vehicles in the United States. Fuel-smart driving behaviors offer an opportunity to reduce fuel consumption and emissions from all of these vehicles – starting today," noted Jason Mathers, Project Manager for the Environmental Defense fund and NAFA Affiliate.  "Fleets have seen improvements in fuel efficiency by up to 4 percent after adopting fuel-smart driving practices. If all corporate fleets in the country did the same, they could reduce their annual greenhouse gas emissions by nearly two million metric tons – and save money."

The EDF online tools include: 

  • A comprehensive handbook for fleet managers outlining everything from tips on driving best practices to concrete ways to incentivize changes in driving behavior 
  • Template materials for communicating with fleet drivers
  • An online driver-training module, complete with a users guide

EDF worked with leading fleet management company PHH Arval to develop a comprehensive fleet management service – PHH GreenFleet® – that achieves measurable greenhouse gas emissions reductions and simultaneously produces business benefits. 

"In today's economic environment, fleet managers are looking for cost-effective ways to improve fuel economy and reduce fuel costs," said Karen Healey, Director of Environmental Programs at PHH Arval and NAFA Member. "We believe the tools developed by PHH and EDF will provide great business and environmental benefits, and we encourage all fleet managers to consider including them as part of a comprehensive fleet greenhouse gas management strategy."

The Federal Motor Carrier Safety Administration (FMCSA) announced it will launch a new Driver Pre-Employment Screening Program, which will allow commercial motor carrier companies to electronically access driver inspection and crash records as a part of the hiring process.  The program is expected to begin in December 2009.

"Safety is our number one priority at the Department of Transportation.  This new initiative will help trucking companies ensure the safest drivers are behind the wheel of commercial trucks and buses," said Transportation Secretary, Ray LaHood.  "Making this information more transparent will make our roads and highways safer for everyone."

By using driver safety information during pre-employment screening, motor carriers will be able to better assess potential safety risks of a prospective driver-employee, and drivers will have additional opportunities to verify the data in their driving history and correct any discrepancies.

Commercial driver safety records are currently available to federal and state law enforcement personnel and are accessible to drivers through the Freedom of Information Act (FOIA). Once the pre-employment screening program is launched, driver safety records will be readily available to motor carriers regardless of state or jurisdiction. In accordance with federal privacy laws, drivers must first give written consent in order for their records to be released.

The Driver Pre-Employment Screening Program will be populated by FMCSA's Motor Carrier Management Information System (MCMIS). The MCMIS is comprised of driver performance data including roadside inspection and compliance review results, enforcement data, state-reported crashes, and motor carrier census data.

An all-new Chevrolet Caprice Police Patrol Vehicle (PPV) will join the ranks of law enforcement departments across North America in 2011. It's a modern, full-size, rear-drive sedan that will offer both V-8 and V-6 engines, as well as a host of specialized equipment and features.

Chevrolet made the announcement at the annual International Association of Chiefs of Police convention, in Denver, Colo. The Caprice PPV will be available for ordering next year and will hit the streets in early 2011.

Unlike other police cars on the market, the Caprice PPV is not based on existing "civilian" passenger-car models sold in North America. It has been developed in key areas specifically for police duty, containing modern equipment and features: Fuel-saving Active Fuel Management technology and E85 capability; optional front-seat-only side curtain air bag; two trunk-mounted batteries; in-dash, touch-screen computer technology; and special front seats designed for the long-term comfort.

Engineers worked on several iterations of the seat, testing a couple of versions in the field to get real-world feedback from police officers who used prototype seats in their cruisers for a month. Their input helped determine the final design.

Due to cost-cutting measures such as renegotiation of union and supplier contracts, the "breakeven point" for the domestic automotive industry will decrease by more than 2 million units when comparing current industry conditions to those forecasted in 2010, according to Gary Dilts, Senior Vice President of U.S. Automotive at J.D. Power and Associates, during his presentation at the 2009 J.D. Power and Associates Automotive Internet Roundtable. The conference was held at the Red Rock Casino, Resort and Spa, in Las Vegas.

Significant declines in the auto industry have resulted in lost sales volume of more than 7 million units between 2000 and 2009. This sales volume decrease amounts to a reduction of $175 billion in net revenue, which is equal to the combined U.S. revenue of Ford and General Motors in 2007. As a result, automakers have streamlined operations and otherwise reduced costs, which has led to J.D. Power and Associates' downward adjustment of the breakeven point.

Dilts also provided the following insights about the near-term future of the automotive industry:

  • Approximately 180 new vehicle models will be introduced within the next three years, which will require a $100 billion investment. In addition, J.D. Power and Associates is now monitoring the critical OEM financial metrics of each vehicle launch through our recently introduced Financial Launch Index (FLI).
  • Digital media buys will comprise 22 percent of automotive advertising by 2011, increasing from 7 percent in 2008. More creative methods of marketing will need to be demonstrated, requiring more effort than ever seen in the past.
  • Technology in new vehicles will continue to increase, and customers will demand that these technologies are easy to understand and use.
  • A strengthened emphasis on fixed operations-including service and parts visits-will be demonstrated within the next year. Service departments will need to make a renewed effort to build satisfaction and loyalty in order to retain customers.
  • Dealerships will have a stronger process focus. Within the next 18 months, OEMs and dealer groups will be instituting programs and branding to increase the value perception for their retail operations.

The 2009 Automotive Internet Roundtable is the most highly attended J.D. Power and Associates conference since the event was first initiated in 1984, with nearly 900 automotive dealers and industry professionals registered.

Chrysler Canada announced sales of 15,857 for the month of September 2009, an increase of 10 percent compared with the month of August. Two Chrysler Canada vehicles, the Dodge Ram Pickup and the Dodge Grand Caravan, made the list of Canada's Top 10 best-selling nameplates.

The Dodge brand posted September sales of 11,481 units, the brand's highest level of 2009. Sales of Chrysler Canada cars increased 19 percent in September compared with last year, led by an increase of 60 percent by Chrysler brand cars and six percent by Dodge brand cars. Jeep® brand vehicles posted robust results in September, recording sales of 2,963 units for an increase of 35 percent compared with August. Based on the success of the program in September, Chrysler Canada's "Dare to Compare" incentive will continue in October.

In October, Chrysler Canada is further separating itself from the competition with up to $1,000 in Dare to Compare bonus cash plus zero percent purchase financing for up to 60 months on Canada's best-selling minivan, best-selling crossover, and most-awarded 2009 pickup truck. Dare to Compare is in addition to Chrysler Canada's recently-announced Cash for Clunkers initiative in partnership with the federal government's Retire Your Ride program.

General Motors (GM) and Sichuan Tengzhong Heavy Industrial Machinery Co., Ltd (Tengzhong), announced the companies have entered into a definitive agreement that will allow Tengzhong to acquire GM's premium all-terrain HUMMER brand.

Under the terms of the definitive agreement, the buyer will acquire the ownership of the HUMMER brand, trademark, and tradenames, as well as specific IP license rights necessary for the manufacture of HUMMER vehicles. The buyer will also assume the existing dealer agreements relating to HUMMER's dealership network.

Tengzhong intends to purchase HUMMER through an investment entity, in which it will hold an 80 percent stake. Mr. Suolang Duoji, a private entrepreneur with holdings that include the Hong Kong-listed thenardite producer Lumena, will hold the remaining 20 percent stake. Financial terms of the agreement were not disclosed.

Under the agreement, HUMMER would contract vehicle manufacturing, key components and business services from GM during a defined transitional time period. For example, GM's Shreveport assembly plant would continue to contract assemble the H3 and H3T, and General's Mishawaka assembly plant will continue to assemble the H2. Both facilities will produce the specified vehicles until June 2011, with an optional one year extension until June 2012. The deal is expected to secure more than 3,000 jobs in the U.S. related to the sale and manufacturing of HUMMER vehicles.

HUMMER will continue to be managed by members of its existing leadership team, including James Taylor, who will remain in his current role as HUMMER's chief executive officer.

Once the transaction is complete, HUMMER will become the first automaker to offer an alternative fuel powertrain in every model, with the addition of E85 FlexFuel capability in the 2010 H3 and H3T. HUMMER is also in the process of obtaining emissions certification for a diesel H3 that will be introduced in markets outside of North America. The brand's future product development will focus on improving efficiency and performance in current HUMMER models with alternative fuel powertrains, more efficient gas engines, 6-speed transmissions, and diesel engines.

Tesla Motors announced a mobile service program featuring house calls for customers in the United States and Canada. Specialized technicians known as Tesla Mobile Service Rangers will visit owners' homes, offices, or parking garages -- equipped to perform an array of procedures, including annual inspections and firmware upgrades.

Customers pay $1 per roundtrip mile from the nearest Tesla service center, with a minimum charge of $100. For example, a customer in Portland, Ore., would pay about $350 plus parts and labor for mobile service from Tesla's Seattle facility. Mobile service offers peace of mind – even for Roadster owners in Honolulu, Anchorage, Banff, and other locations. Tesla plans to roll out mobile service in Europe and all markets where it sells cars.

Navistar Defense, LLC; and Tatra, a.s.; have signed an agreement to jointly develop, produce, and market new military tactical off-road trucks.

The new vehicle will utilize Navistar engines and other components, in addition to Tatra's proven backbone-tube chassis design and independent suspension system.

"We believe the Tatra chassis is the most capable off-road suspension system available anywhere in the world," said Archie Massicotte, President, Navistar Defense. "By joining with Tatra, the team is positioned well to compete for new vehicle programs with U.S. and Allied Forces. Upcoming opportunities include the Israel Medium Tactical Truck (MTT) and Canada 10 x 10 wrecker programs."

Under the agreement, a Navistar and Tatra branded truck will be marketed under Navistar Defense in all North American markets, including the United States military and Foreign Military Sales, financed by the United States government. Tatra will also source parts and components through Navistar's global parts and support network for Tatra trucks delivered in markets outside of North America.

Tatra and Navistar Defense have agreed to market and sell new Navistar-Tatra trucks in their respective existing markets around the world. Navistar will manufacture vehicles developed under the alliance.

Ontario Ban on Hand-Held Devices to Take Effect this October

A new law making it illegal for Ontario drivers to talk, text, type, dial or e-mail using hand-held cell phones, will take effect on Oct. 26.  A three-month period will focus on educating drivers about the new law and consequences.  Following this, police will begin to issue tickets on Feb. 1, 2010.

Studies have shown that a driver using a cell phone is four times more likely to be in a crash than a driver focused on the road.  Further studies demonstrate that dialing and texting carries the highest degree of risk of all cell phone-related activities.

Under the new Ontario law, fines of up to $500 can be levied against distracted drivers who use a hand-held device.

Ontario joins a growing number of Canadian jurisdictions that have introduced similar legislation, including Quebec, Nova Scotia, and Newfoundland and Labrador.

Right to Repair Update: Voluntary Agreement Best for NAFA Members

Announced on Sept. 29, Federal Industry Minister Tony Clement welcomed news that vehicle manufacturers in Canada have come to a voluntary agreement to equip independent service and repair providers with access to important information and tools for the repair of vehicles.

The Canadian Automotive Service Information Standard (CASIS) will allow automotive repair facilities in Canada to access this important information and will provide access to tooling and training information to local repair facilities across the country.  CASIS ensures that all automakers will have the information made available no later than May 2010.

Minister Clement stated that this accord is a victory for consumers, maintaining choice in the vehicle repair marketplace by providing independent repair shops with access to the same information and tools as dealerships.  This agreement provides an environment for independent service providers to compete directly and provide consumers with quality service and choice.

CASIS was negotiated and signed by the Association of International Automobile Manufacturers of Canada and the Canadian Vehicle Manufacturers' Association, which represent every vehicle manufacturer and distributor in Canada, and the National Automotive Trades Association, which represents the aftermarket service sector.

California Diesel Emissions Workshop

The California Air Resources Board (ARB) has scheduled a public meeting for Oct. 28 in Sacramento to discuss how the usage of existing diesel-fueled trucks and buses in California has been impacted by the economic downturn. ARB staff is currently developing an assessment to estimate how emissions generated by trucks and buses operating in California have been impacted by reduced economic activity and has been directed to report to the Board on its findings by the end of the year. This analysis is also being conducted as part of a broader effort to evaluate the implementation of the In-Use On-Road Heavy-Duty Diesel Fueled Vehicle Regulation, also commonly referred to as the Truck and Bus regulation. The regulation applies to nearly all in-use on-road heavy-duty diesel vehicles operating in the State. ENVIRONMENTAL UPDATE

Switching corporate fleets to compressed natural gas (CNG) or hybrid vehicles can spur major decreases in emissions and fuel consumption in a relatively short time frame, according to a new report by the Center for Automotive Research (CAR).

The nonprofit research organization used a vehicle replacement program by AT&T as a case study and examined the impact of buying or converting 15,000 vehicles to cleaner technology over a 10-year period. A switch to CNG or hybrid vans or trucks could reduce gasoline consumption by more than 49 million gallons during the next ten years and trim CO2 emissions by a total of 211,000 metric tons. The study said that the savings would be the equivalent of removing more than 38,000 vehicles from the road for a year. The program would also help support an average of 1,000 vehicle manufacturing-related jobs each year from 2009 to 2013.

"This example of corporate leadership, if followed by a significant portion of other public and private fleets, could have a huge impact on the release of greenhouse gases and significantly reduce the dependence on foreign oil," said Kim Hill, director of the Sustainable Transportation and Communities group at CAR.

"For example, the emissions equal to 600,000 vehicles and the consumption of 15 million barrels of oil could be eliminated if 25 percent of the fleets had similar programs. If the country is serious about increasing the number of fuel-efficient vehicles on the road in the near future, the fleets of America, with their rapid turnover of vehicles, represent the best opportunity in the shortest time frame."

The Oklahoma Tax Commission has notified Global Electric Motorcars that all GEM electric vehicle models are now eligible for the Qualified Electric Motor Vehicle Property Income Tax Credit. The Oct. 7 qualification letter (posted at www.gemcar.com) issued to Global Electric Motorcars validates the availability of the 50 percent of vehicle cost income tax credit for GEM car buyers.

The Combined Benefit of Oklahoma State Tax Credit and Federal Tax Credit ends Dec. 31, 2009.

The Qualified Electric Motor Vehicle Property Income Tax Credit allows eligible Oklahoma residents to receive an income tax credit of 50 percent of the cost of a GEM electric vehicle. If purchased before Dec. 31, 2009, residents could also be eligible for the Federal Emergency Economic Stabilization Act (EESA) Tax Credit making a new GEM car extremely affordable. The ESSA Federal Tax Credit is available on any new 2007, 2008, or 2009 model year GEM car purchased from Jan. 1, 2009 through Dec. 31, 2009.

Manufactured by Global Electric Motorcars, a wholly-owned subsidiary of Chrysler Group, LLC, GEM electric vehicles are the top-selling Neighborhood Electric Vehicle (NEV) in the low-speed vehicle industry. More than 40,000 GEM cars have been on the road worldwide since 1998 and are considered the best in their class for short-distance, task-oriented driving.

Coskata Inc., a leading developer of next-generation biofuels, announced the successful start-up of its semi-commercial, flex-ethanol facility located in Madison, Penn. The accomplishment represents the successful scale-up of the company's technology, and will serve as a showcase for the world's first commercially viable flex-ethanol process.

"We are proud that we have successfully scaled our technology to this significant level," said Bill Roe, President and CEO of Coskata. "This facility is demonstrating that our efficient, affordable, and flexible conversion technology is ready for commercialization. The next step is to build full-scale facilities and begin licensing our technology to project developers, project financiers, and strategic partners."

Coskata's flex ethanol facility will be producing ethanol from numerous feedstocks, including wood biomass, agricultural waste, sustainable energy crops, and construction waste. This flexible approach at the Madison facility is enabled by Westinghouse Plasma Corporation (WPC), a wholly owned subsidiary of Alter NRG, and its plasma gasification technology. The feedstock flexible nature of the Coskata approach also allows for true geographic flexibility, meaning facilities can be built anywhere a feedstock can be sourced or delivered.

Coskata's technology, as demonstrated through Project Lighthouse, will be able to reduce greenhouse gasses by as much as 96 percent over conventional gasoline, while using less than half the water that it takes to get a gallon of gasoline. In addition, the company's ability to produce non-grain-based ethanol that is as much as seven times as energy positive as the fossil fuel used in the process, addresses many concerns related to traditional processes, including energy efficiency and the use of grain.

Some of the ethanol that is being produced at the facility has been delivered to the General Motors Milford Proving Grounds for early testing, as well as to another major strategic partner.

"We invested in Coskata so that we could enable the rapid deployment of commercially viable and environmentally sustainable ethanol globally," said Bob Babik, GM Vehicle Emissions Director. "We're proud to say that we have already accepted some of Coskata's ethanol at our Milford facility."

Globally, General Motors has produced more than 5 million flex-fuel vehicles to date. For the 2010 model year, there are 17 E85-capable flex-fuel models from the Chevrolet, Cadillac, Buick and GMC brands. GM is on track to make more than half of its vehicle production flex-fuel capable by 2012.
