In Memoriam Leo Dean

Albany Port District Commissioner Leo Dean passed away December 13 at the age of 91.

Mr. Dean was appointed to the port commission by Governor George Pataki in 2004 and served as the commission’s secretary and chairman of its governance committee.

Commissioner Dean was a senior vice president and chief financial officer of Norvest Financial Services, Inc. He had more than fifty years of experience at all levels with all types of insurance products and services and was a licensed agent and broker for property and casualty, life, and health insurance.  

He also served as the secretary to the Albany Water Board, and for 17 years was a water commissioner for the town of Waterford.   

Mr. Dean was born in Albany, May 3, 1924, grew up in the nearby village of Watervliet, and graduated from Albany's Christian Brothers Academy and Siena College. During World War II, he served with the U.S. Army’s 517th Parachute Infantry Regimental Combat Team. He saw action in Italy, southern France and the Battle of the Bulge in Belgium and was awarded the Bronze Star Medal, Combat Infantry Badge, Parachute Badge (with star for one combat jump), and the Eastern Theatre of Operations with five battle stars. He was also the recipient of the French Legion of Honor. Commissioner Dean continued to jump out of airplanes as a hobby for many years after leaving the service.

His wife, Helen, died in 1998 after 46 years of marriage.
