The International Maritime Organization’s (IMO) Maritime Single Window (MSW) mandate became effective as of January 1, 2024. The mandate was adopted by the IMO in 2022 and requires shippers, ocean carriers, terminal operators, ports, and others to use one portal — or window — to input relevant information for cargo to enter or exit a country.
Shortly after the mandate was adopted, U.S. Customs and Border Protection (CBP) affirmed that their existing Automated Commercial Environment (ACE) system complies with the MSW mandate. Read AAPA’s full advocacy update.

AAPA’s Port Professional Associate (PPA ®) is a foundational entry-level educational program for AAPA members who are port professionals with less than five years in the port industry. The PPA application deadline is Friday, January 12, at 11:59 p.m. ET. Accepted candidates can earn an annual credential by completing 36 hours of learning via mentorship, webinars, local or online training, and/or approved industry events focused on port and supply chain topics. PPA candidates accepted into the program are afforded unique mentorship opportunities with Port Professional Executives (PPX ®). Be sure to submit your application before the deadline to secure your spot. AAPA’s Professional Development Board Members will review applications for both programs and notifications of acceptance to the programs will be issued in February 2024. Now that we have completed another remarkable year in the maritime industry, AAPA is excited to announce the opening of nominations for the prestigious Port Person of the Year Award for 2024. This award recognizes and celebrates an individual from any sector of the maritime industry who has made significant contributions to the field.
Nomination Criteria
- Eligibility: Nominees can be individuals whose outstanding work or service has made a significant contribution to public port authorities and/or maritime commerce in the Western Hemisphere. Nominees may be recognized for positive contributions with international impact or for benefits to ports within a country or region.
- Criteria: Nominees may include government officials, trade or transportation industry leaders, or any other individual who has made a significant contribution to advance the priorities of the public port community (examples: free trade, infrastructure investment, technological advances, etc.). Generally, nominees will not be members of the public port community itself, but friends and allies. Association members are not eligible for this award.
The submission deadline for nominations is Friday, January 19, at 11:59 p.m. ET.
To nominate an individual, write at least one paragraph on each of the following criteria and email it to Shannon McLeod.
- Individual experience and expertise: Describe the nominee’s background and expertise as it relates to this award. Describe any awards or other recognition received by the individual.
- Contributions to the port/maritime/transportation industry: Describe the kinds of activities undertaken by the individual that have substantially contributed to the betterment of the public port community and/or maritime commerce (a) within the delegation; and (b) throughout the Western Hemisphere.
- How would ports benefit: Describe how the port industry would benefit from this individual’s selection as Port Person of the Year.
The AAPA Board will review the nominations and determine to whom, if anyone, the awards will be presented each year. Overseas Shipholding Group, Inc. (OSG), a leading provider of energy transportation services, has been awarded a $400,000 grant from the U.S. Department of Energy to study the development of its proposed Tampa Regional Intermodal Carbon Hub. The study is intended to evaluate the commercial feasibility of developing an intermediate storage hub at Port Tampa Bay for CO2 captured from industrial emitters across the State of Florida.

Cargo volumes continued an upward trend through the third quarter of 2023 for key targeted commodities at Maryland’s Helen Delich Bentley Port of Baltimore. From January through September at the port’s state-owned terminals, roll on/roll off farm and construction machinery recorded a 28% increase compared to 2022, container volumes rose 6%, and overall general cargo was up 3%. The Port of Oakland full import and export volumes were down in November compared to the previous month, registering 132,648 TEUs, versus 142,255 TEUs in October, representing a 6.8% drop. Full imports rose 3.8% over November 2022 volume, with 71,258 TEUs passing through port facilities this November compared to 68,646 TEUs in November 2022.

The Massachusetts Port Authority (Massport) saw business continue to grow at Flynn Cruiseport Boston this year with approximately 373,000 passengers, a 20% passenger increase over last year. Flynn Cruiseport welcomed 149 cruise ships this season – a nearly 16% increase over last year. PortMiami has been named “Best North American Homeport” by Cruise Critic. The seaport is receiving a 2023 Editors’ Picks Award for its commitment to excellence in servicing the global cruise industry and providing a world-class experience for passengers and cruise lines.

Audit reports for the Port of Benton were completed by the Washington State Auditors Office (SAO) and issued last week. These audits were clean audits, meaning there were no findings or comments, confirming the port’s exceptional diligence, transparency and accountability in maintaining the highest financial management and governance standards.

The Port of Los Angeles has announced two major infrastructure projects have won awards for innovation and excellence. The Wilmington Waterfront Promenade has been honored with two awards for exceptional open public space design. The Port’s Alameda Corridor Terminus Gap Closure project has been recognized as a top regional transportation improvement project.

The Canadian-flagged Nordika Desgagnes sailed out of Duluth and into the record book on December 29 as the Port of Duluth-Superior’s latest-departing oceangoing ship on record. Carrying beet pulp pellets destined for Ireland, she eclipsed the port’s previous oceangoing late-departure record set Dec. 23, 1984, by the Federal Calumet, which carried durum wheat bound for France.

CMA CGM, a world leader in refrigerated ocean transport, has selected Port Everglades as the only American port of call on its new CEIBA Express service. The direct weekly service between the U.S. and Latin America will bring produce and dry goods to households throughout the nation. The Port of Philadelphia (PhilaPort) welcomed the largest vessel ever to call in Philadelphia. M/V CMA-CGM J. Madison, a 14,400 TEU cargo vessel, arrived at the Packer Avenue Marine Terminal on December 15. The vessel is part of the CMA-CGM Columbus service, which provides service to and from South China and Southeast Asia via the Suez Canal.

The Port of Long Beach will receive $283 million from the federal government to assist in building “America’s Green Gateway,” a rail project which will enable one of the nation’s busiest seaports to move more cargo by trains, speeding deliveries across the entire national supply chain, easing congestion and lessening local environmental impacts. The funding was awarded for the port’s Pier B On-Dock Rail Support Facility through the U.S. Department of Transportation’s Mega Grant Program.

The Port of Harlingen Authority will have a different look in 2024 with the launch of its rebranding. For more than 30 years the face of the port has been its Venice blue and white porthole with three waves. “The Port has changed so much since we last changed our logo,” Port Director Walker Smith said. “We look different from our footprint, facilities, tenants, modalities, our annual tonnage and even our mission; it was time our outward face reflected who we have become.”
