Domingo Chinea Barrera, president of Sociedad Portuaria Regional de Santa Marta S.A., was elected president of AAPA's Latin American Ports Delegation during the 31st LATAM Convention of Ports held in Barranquilla, Colombia, in December. President Barrera will chair the Latin American delegation for a one-year term ending in December 2024.
Barrera, an industry veteran, was named president of the Port of Santa Marta in 2017. Throughout his career, he has served in numerous management and leadership roles, including manager of the Buenaventura Regional Port Society, where he led port operations, infrastructure, and logistical and financial planning. The 2nd annual POWERS Summit agenda will include presentations from 15 port authorities and 10 Federal agencies and offices. Comprised of 45% women speakers, it's one of the most diverse programs in the maritime industry. - $3 billion from the U.S. Environmental Protection Agency for zero-emission port equipment,
- $115 million from the Port Infrastructure Development Program for offshore wind projects,
- $5 billion from the National Electric Vehicle Infrastructure Program, and
- $400 million from the Federal Highway Administration for truck and equipment electrification.

AAPA and the U.S. Department of Transportation’s Maritime Administration (MARAD) announced they will be surveying port authorities and marine terminal operators to identify national port cargo handling needs over the next five to ten years. The Building American Production Capacity for Electric Port Equipment and Other Port Infrastructure Items information collection effort is scheduled to be completed by spring of 2024. A final report is expected in summer 2024.
In addition, through interviews with ports and U.S. manufacturers, this effort will assess the interest and capability of American and foreign manufacturers to produce cargo handling equipment and other relevant port equipment domestically. This project will also assess the feasibility of a pooled procurement model for sourcing electrically powered port equipment and port items.
Given the shortage of American-manufactured equipment to handle cargo and the industry-led push to electrify operations in response to a changing climate, the U.S. must build a domestic capacity for manufacturing clean, electrically powered American cargo handling equipment as an alternative to existing, predominantly foreign sources.

Closing out the year on significant milestones, the Port of Brownsville begins 2024 with Port Chief of Police William Dietrich succeeding former Port Director and CEO Eduardo A. Campirano as Interim Port Director. The Brownsville Navigation District Board of Commissioners began a national search for a new port director and CEO in August and in December named Dietrich as interim director while the search continues.

The Port of Virginia® is now powering all its terminals with electricity from clean resources and accelerating its goal to becoming carbon-neutral by 2040. “Virginia is the first major US East Coast port to power its entire operation using 100 percent clean electricity,” said Stephen A. Edwards, CEO and executive director of the Virginia Port Authority (VPA). “In doing so, the port is building upon its reputation as America’s Most Modern Gateway.”

The Port of Hueneme, alongside local collaborative groups Ser Humano, Nyeland Promise, and the Southwinds Community Council, partnered to co-host their first annual community posada, which is a traditional holiday celebration rooted in Latin American culture. During the posada, port and community volunteers supplied nearly 1,000 families with food and toys for the holiday season. Ozinga, one of Port of Palm Beach’s tenants, brought holiday cheer to the children of Azure Estates with a heartwarming gesture. They donated toy trucks that replicate the concrete mixer trucks that load up at the ready-mix concrete plant located behind the neighborhood in Riviera Beach.

For the 34th consecutive year, Port Freeport received the Certificate of Achievement for Excellence in Financial Reporting by Government Finance Officers Association of the United States and Canada (GFOA) for its 2022 Annual Comprehensive Financial Report (ACFR). The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

Parsons Corporation joined the Port of Oakland, Advent eModal, Mobile Programming and key stakeholders to announce the launch of the Freight Intelligent Transportation System (FITS) at the port. Since 2020, Parsons has worked closely with the Alameda County Transportation Commission (CTC), port staff, the City of Oakland, the California Department of Transportation, and subcontractors including Advent eModal, and several others, to develop and implement the FITS solution.

Cassie Hammond joined Port of Benton this week as the Director of Governmental Affairs. Hammond is a seasoned government affairs professional with a career rooted in political science, campaign management and advocacy. The Long Beach Board of Harbor Commissioners approved the appointment of directors for the Port of Long Beach’s Program Management Division and the newly created Central Procurement Services Division. Monique Lebrun, who has served as the port’s assistant director of Program Management since December 2022, will become Director of Program Management. Terra Van Andel, the port’s Streamlines project manager since 2022 within the Finance Division, will become the port’s first Director of the Central Procurement Services Division, which was formed to standardize purchases and contracts across the Long Beach Harbor Department’s 19 divisions.

Gulf Wind Technology approved a lease agreement at the Greater Lafourche Port Commission’s (GLPC) December board meeting that will make Port Fourchon the first location in Louisiana to have an actual wind turbine. The wind turbine and its components are currently journeying across the Atlantic to the U.S. Upon their arrival, the process to reassemble this turbine will commence shortly thereafter.

In his ninth annual "State of the Port" address before a sold-out crowd of more than 575 community, business, and labor stakeholders, Port of Los Angeles Executive Director Gene Seroka presented the port’s top initiatives and plans for the coming year. Los Angeles Mayor Karen Bass, Los Angeles City Councilmember Tim McOsker, and all five Los Angeles Harbor Commissioners were among those in attendance.
