The U.S. Trade Representative (USTR) is considering a Section 301 investigation into China's practices targeting dominance in the maritime, logistics, and shipbuilding sectors. This move aligns with broader Biden-Harris administration efforts to safeguard U.S. steel and shipbuilding industries from unfair Chinese competition. The investigation is backed by labor unions and six Democratic Senators who highlight China's substantial growth in the global shipbuilding market share — from less than 10% in 2000 to 47% in 2022 — and its impact on U.S. commercial shipbuilding and employment. Leigh-Ann Buchanan, President and CEO of the Miami-Dade Innovation Authority, explores the pivotal role of innovation programs in enhancing cargo visibility across U.S. ports. Amidst lingering supply chain disruptions exacerbated by the COVID-19 pandemic, public port authorities have initiated several innovative measures to streamline operations and improve freight coordination.
Critical challenges include updating manual and outdated infrastructure processes, enhancing security, and standardizing data across the supply chain. At the local level, key initiatives like the Miami-Dade Innovation Authority’s Cargo Visibility Public Innovation Challenge are harnessing technology and public-private partnerships to drive efficiency. These programs not only aim to improve real-time tracking and data analytics at ports but also set a global benchmark for future cargo management solutions.
AAPA is proud to partner in this innovative program and encourages all members to share this opportunity with their networks.
The deadline to submit proposals is April 29, 2024. Those interested in learning more about this opportunity should visit: www.mdia.miami/port.

Correction to Last Week's Newsletter
In our previous newsletter, we provided inaccurate information regarding the 2024 cruise season at the Port of Seattle. We stated that the season would include 295 ship sailings and anticipated 1.26 million passengers. We would like to clarify and correct these figures:
- The correct number of sailings for the season is 275, not 295. - These sailings are expected to bring approximately 1.7 million revenue passengers, which equates to 800,000 unique passengers.
We apologize for any confusion and thank you for your understanding as we strive to provide the most accurate and timely information to our members.
