Following years of review and committee hearings, 55 members of Congress expressed concern to OMB and OIRA on a proposed NOAA ruling to reduce ocean-going vessel speeds to protect the North Atlantic Right Whale. The members asked for the pending rule to be resubmitted to NOAA for further review to ensure that all proper avenues have been explored and all stakeholder sentiments are considered.
 
In the letter, the lawmakers make clear that the proposed reduction would seriously undermine proper maritime operations and safety measures while not being the only option to protect the Right Whale. They also underscore that the negative economic impact could be as high as a $550 billion hit to GDP.
 
A vessel speed restriction to protect the Right Whale is a flawed solution with current and emerging technologies. The letter notes that NOAA should commit to technology reviews and engage with the maritime industry to ensure that all opportunities, including an improperly used workshop period, are explored.
 
While the lawmakers emphasize their commitment to “preventing vessel strikes and protecting critically endangered mammals like the North Atlantic Right Whale”, they acknowledge the major importance of ensuring that reduction to vessels speeds do not lead to counterintuitive dangers to ocean going vessels.

The U.S. House Appropriations Committee has passed the Fiscal Year 2025 funding bill for Energy and Water Development agencies, providing significant allocations for the U.S. Army Corps of Engineers (USACE). The bill includes $3.087 billion from the Harbor Maintenance Trust Fund, $159 million for investigations, and $150 million for coastal navigation construction. Key ports receiving increased investigation and construction funding include Tampa Harbor, New York & New Jersey Harbor, and Norfolk Harbor. Additionally, $5.714 billion is allocated for Operations and Maintenance, addressing critical port waterways and ensuring comprehensive support for coastal navigation projects.

The Ports of Indiana-Mount Vernon is inviting bids for the lease of approximately 637.60 acres across four parcels in Posey County. Bidders must submit proposals by July 23, 2024, at 1 p.m. Central Time, at the port office, with bids to be publicly opened and read aloud. Seattle-Tacoma International Airport (SEA) is celebrating its 75th Anniversary with festivities marking its evolution from serving 130,549 passengers in 1949 to an anticipated record-breaking 52 million in 2024. Events include special displays and surprises for travelers, with ongoing activities like a scavenger hunt and a documentary series showcasing SEA's historical milestones. The celebrations highlight SEA's pivotal role in regional and international travel, underscoring its growth from 8 gates at inception to 89 gates today, serving 140,000 passengers daily.
 
The Port of Los Angeles has finished a $73 million rail expansion project on Pier 400, aimed at enhancing cargo flow, reducing truck emissions, and improving roadway safety at the nation's busiest port. This initiative, supported by a $21.6 million grant from the California Trade Corridor Enhancement Program, adds significant rail capacity and infrastructure like new tracks, a rail bridge, and roadway improvements. The project is expected to increase efficiency for APM Terminals and other operators, positioning the Port of LA as a more competitive and sustainable gateway for intermodal cargo handling.
 
The Galveston Port is actively managing traffic amid rapid growth in its cruise business. With strategic initiatives from their 20-Year Strategic Master Plan, including the recent opening of Cruise Terminal (CT) 10 and plans for CT 16 in 2025, the port aims to alleviate congestion with dedicated internal roadways and onsite parking solutions. Traffic studies and engineering analyses inform improvements like new traffic signals and enhanced pedestrian safety measures, crucial for sustaining Galveston's position as a premier cruise and tourism destination.

The Port of New Orleans (Port NOLA) has acquired the 210,000 square foot warehouse at 5200 Coffee Drive in the Uptown Port of New Orleans Terminal and secured a new 10-year lease with The Kearney Companies, Inc. This agreement solidifies their partnership and aims to enhance import-export capabilities, supported by the New Orleans Public Belt Railroad (NOPB). The Kearney Companies will make significant capital investments in facility upgrades, underscoring their commitment to supporting cargo growth and economic development in the region.
 
The Port of Grays Harbor has achieved record-breaking marine terminal activity in the first half of 2024, building on its successful cargo handling from the previous year. With significant increases in vessel calls and cargo volumes, including records for agricultural products, liquid bulks, wood chips, and automotive imports, the port continues to drive local employment and economic growth. The upcoming Terminal 4 Expansion & Redevelopment Project aims to further enhance infrastructure and attract investment, positioning Grays Harbor as a pivotal hub for trade and industry in Washington State.
 
 
The Port of Coos Bay, in collaboration with North Point Development, is actively pursuing three federal grants crucial for advancing the Pacific Coast Intermodal Port project (PCIP). This initiative aims to establish a transformative intermodal terminal in Coos Bay, enhancing national and international commerce by facilitating container and agricultural product movements. With strong bipartisan and stakeholder support, including significant state funding and endorsements, the PCIP project seeks to revitalize the region's economy with sustainable jobs and resilient infrastructure, emphasizing rail transport to mitigate highway congestion and reduce emissions.
