The U.S. Trade Representative (USTR) has delayed the implementation of the 25% tariff on ship-to-shore cranes made in China, pending a final determination later this month after reviewing over 1,100 public comments. The tariffs, initially set to take effect on August 1, will now be enforced two weeks after the final decision.
 
In related news, the American Association of Port Authorities will hold a roundtable discussion on reshoring operations with crane manufacturers and government officials at the Annual Convention in Boston this October.

The July 2024 edition of the Navigator focusses on the principal commodities that contributed to year-over-year growth in U.S. containerized trade in January through May 2024, and projects volume growth for those commodities over the next year.
 
Also included is an analysis and volume forecast for apparel imports, one of highest-volume containerized commodities. Like many other commodities, apparel imports were significantly impacted by the COVID pandemic. Volumes dropped sharply in 2020. rebounded strongly in 2021 and 2022, and then dipped significantly in 2023.

The Reduction of Truck Emissions at Port Facilities (RTEPF) grant, supported by the Bipartisan Infrastructure Law, offers $400 million between 2022 and 2026 to aid ports in reducing emissions from idling trucks. Several AAPA ports, benefiting from an extended application deadline, received significant funding in 2023 to enhance their decarbonization efforts. Notably, Port of Indiana-Burns Harbor will replace its diesel fleet with electric vehicles, and the Port of Long Beach will electrify its container terminal operations. These initiatives demonstrate a proactive approach to adopting zero-emission technologies, significantly improving port operations and community health.

The Port of Columbia County has approved a new agricultural lease for 118 acres at Port Westward Industrial Park with Craig F. Coleman. The land, previously used for timber, will be converted to agricultural use, with Coleman focusing on preparing the soil and planting various crops based on market demand. This lease is part of the Port's broader strategy to promote agriculture, adding to previous leases for mint production and cattle grazing. Coleman, an experienced farmer, plans to grow crops including blueberries, leveraging the soil's suitability for such plants.
 
The Port of Cleveland has received a $5 million grant from the State of Ohio to modernize its iron ore conveyor system at the Cleveland Bulk Terminal. This funding, secured as part of the capital budget, will support crucial updates to the aging infrastructure, which is essential for transferring iron ore pellets to river-class vessels for steel production. The project is set to begin in January and will span approximately two years, with construction scheduled during a brief annual shutdown period. The modernization aims to enhance efficiency and sustainability at the terminal.
 
 
   
Starting this month, Seattle-Tacoma International Airport (SEA) has mandated that all food service operations use only reusable or approved compostable materials, eliminating plastic and plastic-lined items. This new requirement supports SEA’s goal to divert 60% of terminal waste from landfills by improving composting and reducing single-use plastics. The change, part of a broader sustainability effort, will enhance waste sorting, increase composted waste, and align with existing food ware service rules. Tenants like HMSHost and Sam Choy’s Poke to the Max have already adopted these practices in advance, reflecting a commitment to environmental stewardship.

The City of Pensacola has recently closed its Strive to Thrive Pensacola 2035 Visioning Survey, which shapes the city's future planning. The survey invited residents, workers, and visitors to provide feedback on Pensacola’s current state and future aspirations. This input will guide the development of the city's Strategic Plan, in partnership with urban design firm Gehl, focusing on creating a more equitable, livable, and resilient city. The plan will include citywide engagement and set priorities for the next decade of investments.
 
 
   
The Port of San Diego has begun a $1.45 million maintenance project on the Chula Vista Bayfront Park parking lot starting July 22, with completion expected by October 17, 2024. The project, managed by Griffith Company, will be executed in four phases to minimize disruption, with parking limited but the park and boat launch remaining open. Traffic control measures will be in place, and an adjacent dirt lot will be available for parking. The Port of Oakland and the City of Oakland have received a $3 million grant from Caltrans to address sea level rise and groundwater intrusion through a new climate adaptation project. The initiative, titled "Rising Seas and Oakland’s Infrastructure and Frontline Communities," aims to assess vulnerabilities and develop adaptation strategies for the Port’s infrastructure and surrounding neighborhoods. With a total project cost of $4.5 million, the Port will contribute $1.5 million to support efforts in safeguarding critical transportation assets and vulnerable communities. The project will involve community engagement to ensure effective and inclusive adaptation measures.
