AAPA Seaports Advisory
September 19, 2024
The American Association of Port Authorities (AAPA) commended the U.S. Trade Representative’s (USTR) decision to exempt Chinese-manufactured ship-to-shore cranes ordered before May 14, 2024, from the upcoming 25% tariff, saving ports over $130 million in unexpected costs.

AAPA President & CEO Cary Davis welcomed the exemption, but called on the Biden Administration to suspend the tariff altogether, citing the lack of domestic crane manufacturers.

AAPA remains hopeful that Congress will introduce legislation to incentivize U.S. production of port equipment. The tariff, set to take effect on September 27, 2024, for new orders, could hinder port development and strain supply chains. AAPA continues to advocate for long-term solutions that prioritize modernization and economic resilience for American ports.

The U.S. House Homeland Security and Select China Committees have released a joint report highlighting security risks associated with Chinese-manufactured equipment at U.S. ports.

The American Association of Port Authorities (AAPA) played a critical role in shaping the report, offering insights into the challenges of relying on Chinese-made cranes, which account for 80% of the U.S. market.

Key recommendations include disconnecting ZPMC cranes from remote systems and incentivizing domestic crane manufacturing through Build America Buy America waivers. AAPA Chair Paul Anderson also briefed top military leaders on cybersecurity and maritime security issues, reinforcing the industry's commitment to enhancing port safety. The report, which does not call for an outright ban on Chinese equipment, underscores the need for long-term solutions to protect U.S. infrastructure, a priority AAPA continues to advocate.

AAPA will remain engaged with industry and government leaders to develop long-term solutions that protect U.S. port infrastructure.
