John C. Driscoll, director and chief executive officer of the Alabama Port Authority, has been appointed by The Federal Reserve Bank (Fed) of Atlanta to its New Orleans Branch board of directors. The board of governors appointed Driscoll to serve a three-year term beginning January 1, 2022 and ending December 31, 2024. “Being asked to serve is a privilege,” said Driscoll. “Functional ports and supply chains are critical to the flow of raw materials and goods supporting this nation’s commerce. I look forward to this appointment and hope I can help broaden understanding on how ports and transportation systems impact the regional and national economy.”

On Tuesday, AAPA Chairman Mario Cordero testified before the U.S. House Transportation and Infrastructure Committee's Subcommittee on Water Resources and Environment. The subject was the Water Resources Development Act of 2022 (WRDA 2022), which is bipartisan legislation passed on a biennial basis since 2014. Chairman Cordero's testimony recognized the Army Corps of Engineers’ important role in maintaining and improving U.S. navigation assets, in addition to highlighting federal navigation channel improvements at the Port of Long Beach, Chairman Cordero's home port where he serves as the executive director. The Port of Hueneme was awarded a $2.3 million grant as part of California’s American Rescue Plan Act (ARPA) to help recover from revenue losses experienced in FY 2020 during the COVID-19 pandemic. The State Lands Commission administered the grant through a competitive process for California ports and special districts.

Pennsylvania Governor Tom Wolf announced a $246 million state investment into the Port of Philadelphia to continue modernization efforts and improve regional economic stability. This funding builds upon the governor’s comprehensive $300 million Capital Investment Program at the port announced in 2016.

The Port of New Orleans (Port NOLA) has been awarded a fifth round of grant funding to continue its award-winning air quality initiative, the Clean Truck Replacement Incentive Program (Clean TRIP). With this latest round, the Clean TRIP funding is able to expand eligibility to include drayage trucks serving port terminals within the entirety of its three-parish jurisdiction (Jefferson, St. Bernard and Orleans).

The Port of Los Angeles, Port of Shanghai, and C40 Cities announced a partnership to reduce greenhouse gas emissions from the movement of cargo between ports in the United States and China. The partnership of cities, ports, shipping companies and cargo owners aims to transition to zero-carbon fueled ships by 2030, creating the first-ever green shipping corridor on the world’s busiest container shipping routes.

The U.S. Army Corps of Engineers (Corps) announced Eric Bush has been selected to the Senior Executive Service, and will serve as Chief, Planning and Policy Division, Headquarters, Directorate of Civil Works. In this role, Bush ensures the undertaking of feasibility studies for proposed navigation channel improvements, Water Resources and Development Act (WRDA) implementation guidance, processing Chief’s Reports along with developing and implementing planning policies. The Pacific Northwest Waterways Association (PNWA) has hired Heather Stebbings as executive director. Stebbings’ advocacy and public policy experience spans 15 years for the Pacific Northwest maritime community, including 13 years directing communications and government relations for PNWA. Rachel Nunez was recently sworn in as president of the St. Bernard Port, Harbor & Terminal District’s Board of Commissioners. Nunez was installed in early January along with fellow Board of Commissioners Jeanne Ferrer, vice president; Larry Aisola, treasurer; and Walter Cure IV, secretary.
