Yesterday, the U.S. House of Representatives released the full text of the FY 2022 federal budget. The bill comes as government funding is set to expire on Friday, following almost six months of continuing resolutions to keep the government open since the onset of FY 2022 in October 2021. There is expectation Congress will pass the bill by Friday, or over the weekend, and that it will promptly move forward to President Biden. Affected agencies of interest to AAPA and members are the Army Corps of Engineers, Department of Transportation, Federal Maritime Commission, and Department of Homeland Security, among others. With less than three weeks until the Legislative Summit: Now, We Build! – AAPA’s preeminent leadership event in Washington, D.C. – the business program kicks off with speaker Pete Buttigieg, U.S. Secretary of Transportation. Attendees will also hear from Mitch Landrieu, White House Senior Advisor for Infrastructure Coordination. In addition, a high-impact roundtable discussion will explore how port supply chain partners are looking at infrastructure investment. CEO roundtable speakers include Lasse Petterson, CEO, Great Lakes Dredge and Dock Company; Ammar Kanaan, CEO, TIL; Jesse Whitfield, Director, Global Ocean Product, UPS; George Pasha, Chairman, President and CEO, The Pasha Group; and Senator Roger Wicker (R-MS). In support of clean air for all, the Port of San Diego has purchased two all-electric Konecranes Gottwald Generation 6 Mobile Harbor Cranes to replace the diesel-powered crane currently in use at the Tenth Avenue Marine Terminal (TAMT). The all-electric, battery-supported mobile harbor cranes will be the first in use in North America and will support the port’s clean air strategy while also increasing productivity and cargo business opportunities at TAMT.

The Northwest Seaport Alliance (NWSA) welcomed the first all-electric cargo equipment implemented at Tacoma's South Intermodal Yard. Six yard trucks with the zero-emission technology will move containers on chassis to and from container stacks and rail cars. The SIM Electric Truck Project represents a $2.2 million investment for equipment and infrastructure installation supported by Tacoma Power, Rail Management Services and DERA grant funds.

CMA CGM, an AAPA ISP member, announced its partnership with Woods Hole Oceanographic Institution (WHOI) to increase right whale detection efforts along the U.S. East Coast. With funding from CMA CGM, WHOI researchers will assemble and deploy two, near real-time passive acoustic monitoring buoys off the coast of Norfolk, Va., and Savannah, Ga., this year.

The Port of New Orleans (Port NOLA) is hosting a series of open houses to share information and invite community input about the Louisiana International Terminal (LIT) project. The proposed $1.5 billion container terminal in Violet will meet changing industry needs, serve as a major economic catalyst in St. Bernard Parish, and keep Louisiana competitive with other U.S. ports.

Utah Inland Port Authority (UIPA) announced Mona Smith, an environmental engineer, has joined the port and will support its environmental compliance program. She will help to implement sustainable practices that reduce risk and positively impact the quality of life for Utahns. Smith received her bachelor’s degree in biochemical engineering from the Colorado School of Mines and has worked with clients of the federal government, including the U.S. Army Corps of Engineers in Alaska and the U.S. Environmental Protection Agency in Illinois.
