AAPA is pleased to announce a new role for Raquel Kibrit as Director of Membership for Latin America. Kibrit has been AAPA’s representative in Brazil for the past two years, leading numerous efforts to support, strengthen and expand collaboration with the ports of Brazil. Kibrit has been indispensable in guiding communications and public relations to ensure continued partnership with Brazil and other LATAM ports. She works closely with Rafael J. Díaz-Balart, Latin American coordinator for AAPA.
Prior to AAPA, Kibrit was head of international affairs for Santos Port Authority, Brazil, the busiest port in Latin America. She holds an MBA in International Relations and currently lives in Santos, Brazil, with her husband and two children. She loves to travel, meet new people, and has been to over 30 countries on four continents.

U.S. Congressman Robert Garcia (D-CA), new co-chair of the House Ports Opportunity, Renewal, Trade, and Security (PORTS) Caucus, will discuss priorities for the 118th Congress at the Legislative Summit: Strong Ports, Strong America, March 27-29, at the Waldorf Astoria Washington D.C. Jen Armstrong, AAPA’s director of navigation policy and legislation, will facilitate the conversation.
Congressman Garcia is the House freshman class president of the 118th Congress and serves on the Committee on Homeland Security, which oversees numerous agencies including U.S. Customs and Border Protection (CBP). He is ranking member of the Oversight and Accountability Committee’s Subcommittee on National Security, the Border, and Foreign Affairs, and serves on the Select Subcommittee on the Coronavirus Pandemic. Garcia was the mayor of Long Beach, CA, from 2014-2022, vice mayor from 2012-2014, and a college professor and newspaper publisher prior to being elected mayor.
The PORTS Caucus advocates for U.S. port infrastructure investments, secure and resilient supply chains, and economic development. It works on a bipartisan basis to support the needs for an efficient and sustainable freight infrastructure network.

Milwaukee’s new Port Director Jackie Q. Carter officially took office on February 23, during a swearing-in ceremony at City Hall. Carter was appointed in January by Mayor Cavalier Johnson and confirmed in early February by the Milwaukee Common Council. In this position, Carter will direct commercial and recreational operations at Port Milwaukee, oversee a staff of twenty people, and administer Foreign Trade Zone No. 41. Carter is the first woman, and the first person of color, to serve as Director of Port Milwaukee.

Steve Ribuffo, director of the Port of Alaska, has been named the new chairman of the International Association of Maritime and Port Executives (IAMPE) Advisory Board at its recent annual meeting. As port director of the Port of Alaska, Ribuffo oversees the day-to-day business operations of the port and interacts with tenants, the U.S. Coast Guard and other branches of the military, and new business prospects for the port. He has been with the port since August 2007, when he joined as deputy port director and was promoted to port director in June 2015. He retired from the United States Air Force as a Colonel, having served 30 years on active duty.

The Texas Department of Transportation (TxDOT) Commission has appointed Walker Smith, Port Director of The Port of Harlingen Authority, as a member to the Port Authority Advisory Committee (PAAC), during their regular commission meeting on February 23. PAAC provides advice and recommendations to the Commission and TxDOT regarding ports and transportation-related matters concerning the Texas maritime system.

The Government of Canada is investing up to $12.5 million, under the National Trade Corridors Fund, for an infrastructure project at the Port of Belledune. The $25 million project will create a dry bulk conveyor loop between two terminals that will facilitate reloading and transshipments at the port. With this funding, the port will install fixed conveyors linking the deep-water terminal to the staging area, renovate existing storage, and build a new warehouse and transfer tower.

Bisso & Son, a tug company that provides ship-assist services for docking and undocking of ocean-going-vessels, is now operating a new tractor tug bought specifically for Port of Palm Beach vessels. Tractor tugs can push and pull — either forward, backward or sideways — with exact precision and speed, providing added flexibility when moving ships within port, especially in tight confines.
