AAPA will be hosting a business roundtable for a delegation of port sector officials from Fiji, Papua New Guinea, Samoa, Solomon Islands, and Tonga on a U.S. Trade and Development Agency sponsored Reverse Trade Mission to familiarize them with state-of-the-art U.S. technologies, services, and best practices to improve port operations, security, and sustainability. U.S. companies who register will have the opportunity to share information about their equipment, technologies, and services, and to learn about upcoming port sector projects in the Pacific Islands. More than 300 ports are eligible to apply for grants through U.S. Department of Transportation (USDOT) discretionary grant programs including the Port Infrastructure Development Program (PIDP), Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant Program, and Infrastructure for Rebuilding America (INFRA) Grant Program. While funding is at an all-time high, less than 50 percent of ports submit applications, including eligible small- and medium-sized ports. In this edition, we highlight the Port Professional Manager (PPMÒ) capstone project completed by Sadé Chick, Shannon McLeod, and Lindsay Young, who have worked together to provide U.S. ports with a USDOT Grant Application Toolkit.
Sadé Chick is the director of corporate affairs for the Port of Beaumont, where she has worked since 2016. In this capacity, she oversees state and federal legislative affairs, workforce development, community outreach, and grant-writing efforts.
Shannon McLeod is vice president of member services at AAPA and oversees the professional and workforce development programs, research and data initiatives, awards programs, and the Foundation for Seaports of the Americas. She was previously a maritime consultant for more than 20 years and assisted numerous ports with their federal grant applications.
Linsday Young is the manager of business development and planning at PhilaPort. She is responsible for grant development for infrastructure and environmental grant programs and provides planning, project management, development, and execution for a variety of transportation and port projects.
For their PPM capstone, Sadé, Shannon, and Lindsay decided to provide ports that have limited experience or resources in applying for a USDOT grant with templates, supporting resources, and examples that will help them effectively prepare and complete a grant application package. The toolkit includes Microsoft Word templates (PIDP, RAISE, and INFRA) that will include sections based on each notice of funding opportunity (NOFO) to assist ports in addressing the specific criteria, a User Guide, examples of successful grant applications, and boilerplate letters of support, letters of commitment, and letters of intent to comply with the Build America, Buy America Act (BABAA).
These PPM candidates recognized the vital need within the industry for this toolkit and are truly excited to offer this resource to help the ports that need it most. After an intensive search, John Bressler steps into the role of Vice President of Government Relations for AAPA, effective October 17. John joins AAPA after 8 years of working his way up at the National Air Traffic Controllers (NATCA), where his ultimate role was overseeing the union's government relations and political department.
In total, John has 15 years of professional experience – including 10 years on Capitol Hill serving as former House Subcommittee on Coast Guard and Maritime Transportation Chair Rep. Frank LoBiondo’s Legislative Director where he led successful implementation of the Coast Guard Reauthorization Act. He also held senior level staff roles on the influential House Transportation and Infrastructure (T&I) Committee.
Cary Davis will continue to serve as liaison to the Legislative Policy Council (LPC) and will work with John and the GR team to aim for big legislative goals for our industry over the coming years, making sure all ports have a say in the policy process.

The Environmental Protection Agency’s (EPA) Ports Initiative will host a webinar, October 31, from 1:00 p.m. to 3:00 p.m. ET, on EPA’s plans for the new Clean Ports Program, a $3 billion Inflation Reduction Act program to fund zero-emission port equipment and technology and to help ports develop climate action plans to reduce air pollutants at U.S. ports. Register for the webinar and join EPA virtually for an update on key program design elements including anticipated eligible activities and equipment, evaluation criteria, program structure, timeline, and more. EPA anticipates this new funding opportunity will become available for application through a notice of funding opportunity (NOFO) released in late winter 2024.

Port of Benton’s proposed 2024 budget is balanced and shows a net surplus and a property tax-rate reduction for port district taxpayers. The proposed budget reflects the port’s commitment to fiscal responsibility, transparency, operational excellence and delivering on its economic development mission. The Port of Benton Commission held a meeting on October 18 to receive public comments on the proposed budget and draft 2024 Comprehensive Scheme of Harbor Improvements Plan.

The Virgin Islands Port Authority (VIPA) received approval during the Board of Governors meeting yesterday to progress on the expansion of its cruise ports on St. Croix and St. Thomas. In St. Croix, Royal Caribbean Group (RCG) and VIPA are collaborating to allow larger ships to visit Frederiksted and continue to bring unique guest experiences to life. While on St. Thomas, VIPA, RCG, and Cruise Terminals International (CTI) are focused on Crown Bay cruise port and solidifying the USVI’s position as a premier cruise ship destination

The Port of Redwood City announced new leadership roles for three commissioners. Commissioners Lorianna Kastrop, Stan Maupin and Nancy C. Radcliffe will assume the roles of chair, vice chair and secretary, respectively, for this year’s Port Commission. The port thanked Commissioner Garcia for his guidance and leadership as chairperson over the past year.

Moody’s Investors Service recently affirmed the A3 rating of the Port of Stockton’s approximately $20 million of senior revenue bonds and changed the outlook to positive from stable. The rating action reflects the Port of Stockton’s very low leverage and consistent revenue growth that has led to strong debt service coverage levels despite the port’s throughput volatility.

India represents enormous opportunities for Georgia’s Ports. The Georgia Ports Authority’s (GPA) overall trade with India grew faster than its trade with any other country among the top 20 over the past fiscal year. No other U.S. port expanded India trade by more containers than the Port of Savannah, by a margin of 14,000 twenty-foot equivalent container units, according to PIERS-Enterprise loaded cargo data.
