Each year, the Secretariat of Inter-American Committee on Ports (CIP) of the Organization of American States (OAS) and the Latin American Delegation of AAPA recognize ports and terminals in the Americas for their outstanding operations and contributions to the economic and social prosperity of their respective countries. After an exceptionally competitive process, including 22 applications from a record-breaking 11 countries throughout the Western Hemisphere, the winners of the 2023 AAPA-CIP Port Industry Award of Excellence are: Technology and Innovation – Barbados Port Inc. is recognized for integrating technology and innovative processes into their operations to boost efficiency, increasing competitiveness, and improving the quality of their services. Port Infrastructure Development – DP World Dominicana is recognized for expanding their physical port infrastructure with concrete and measurable positive (local) economic impacts. Public-Private Alliances – Santos Port Authority, Brazil, is recognized for promoting public-private strategic alliances with stakeholders from different entities or sectors for sustainable and efficient port development. Awardees will be honored during the XXXI AAPA LATAM Convention of Ports taking place in Barranquilla, Colombia, December 4-6.

As North American ports seek innovative strategies to enhance their competitiveness, the concept of international cluster models has emerged as a promising strategy. This edition delves into the findings of Port Professional Manager (PPM®) David Billetdeaux’s capstone paper International Cluster Models and the Opportunities they Represent for North American Ports, shedding light on how international cluster models can bring new opportunities to North American ports.
Billetdeaux has worked as in-house general counsel for the Port of Benton since 2017. He has handled litigation at the local superior court level, as well as in Eastern District Federal Court, the Ninth Circuit Court of Appeals, the National Surface Transportation Board, and in front of the Washington State Supreme Court, obtaining victories for the Port in every venue.
For his PPM capstone, Billetdeaux explored the concept of international cluster models, with a specific focus on port authorities, and examined their success in various global contexts. Drawing from case studies of prominent port clusters like the Port of Rotterdam in the Netherlands, the Ports of Los Angeles and Long Beach in California, and the Northwest Seaport Alliance in the Pacific Northwest, his research highlights key characteristics that contribute to the success or failure of cluster models.
This PPM capstone exploration of international cluster models highlights the potential for North American ports to thrive in an evolving maritime landscape. The Port of Long Beach achieved its busiest September on record, boosted by consumer demand for holiday-related goods and a ratified labor agreement. Dockworkers and terminal operators moved 829,429 TEUs in September, up 11.8% from the same month last year and surpassing the previous record set in September 2020 by 78,849 TEUs. For the second consecutive month, Port of Los Angeles cargo volume increased compared to 2022. The port handled 748,440 TEUs in September, a 5.4% improvement compared to the same period last year. The Port of Oakland September container volume remains consistent with volume throughout 2023. Full TEUs rose 1.2% this September compared to September 2022, registering 134,186 TEUs, versus 132,559 TEUs in September 2022.

Shipping on Lake Michigan and the Ohio River delivers an economic impact of more than $29.8 billion annually to Indiana’s economy and supports more than 158,000 jobs, according to a newly released study prepared by Martin Associates. The study found that Indiana shipped 54.4 million tons of maritime cargo in 2022, providing $11.5 billion in personal income for 158,143 jobs, and $1.9 billion in tax dollars to state and local governments.

Port of Oakland leaders joined the Port Decarbonization & Green Shipping Corridor Symposium on October 20 to discuss the important work being done to reduce greenhouse gas footprints globally and locally. Port of Oakland Executive Director Danny Wan addressed port industry colleagues on the latest projects being implemented at Oakland to significantly cut carbon emissions from port and maritime shipping operations.

The Belledune Port Authority is launching a series of studies to identify site requirements for the development of its Green Energy Hub, a specialized development district welcoming green energy projects and complementary, low-carbon industries. The pre-feasibility studies are supported by a $1 million investment from the Atlantic Canada Opportunities Agency (ACOA).

Dina Aryan-Zahlan, a veteran Port of Los Angeles engineer and infrastructure development expert, has been named Deputy Executive Director of Development at the nation’s busiest container port. Aryan-Zahlan replaces Antonio Gioiello, who retired earlier this year. Cecilia Moreno, a veteran employee of the Harbor Department, has been promoted as new Community Relations Director. Moreno replaces Theresa Adams-Lopez, who retired from the port earlier this year.

Brandy D. Christian, CEO of the Port of New Orleans and New Orleans Public Belt Railroad, will deliver the 2023 State of the Port address titled Delivering Louisiana’s Future on November 3. Christian will provide updates and outlooks on the port’s four lines of business (cargo, rail, industrial real estate and cruise) and share long-term strategies to grow international commerce for Louisiana.

Technology group Wärtsilä has signed a strategic partnership agreement for decarbonization modeling with Raízen, a major Brazilian energy company. The agreement focuses on both new building and existing operation upgrade plans. Its aim is to build and implement a fleet-wide decarbonization plan with a particular interest in the future marine introduction of ethanol as a marine fuel.
