ACCG Welcomes Joe Scheuer

The Association County Commissioners of Georgia (ACCG) is pleased to announce that Joseph "Joe" Scheuer joined the Association’s legal department on December 1, 2011. Mr. Scheuer has served as Deputy Legislative Counsel in the Office of Legislative Counsel for the State of Georgia since 1980.
"Joe brings tremendous experience and a depth of understanding of the Georgia Code as a result of his long and respected tenure with the Office of Legislative Counsel and will provide additional strength to our legislative advocacy efforts," said ACCG Executive Director Ross King.
As Deputy Legislative Counsel, Mr. Scheuer served as the senior attorney for the state legislature, providing expertise in the areas of state and local taxation and local government law. He was responsible for rendering opinions regarding the constitutionality and legal effect of proposed legislation and existing statutes; drafting constitutional amendments, general and local legislation and committee reports; researching and providing information on state, county and municipal issues and policy questions; and reviewing and revising state agency regulations for compliance with state laws. Furthermore, he was responsible for the publication of the Official Code of Georgia Annotated. He is also a published author in a number of legal journals.
Mr. Scheuer holds a Bachelor of Arts from Berry College and a Doctor of Jurisprudence from the University of Georgia School of Law. He lives in Cherokee County.
