During the 2010 legislative session, the General Assembly passed HB 122 to increase government transparency by making local government financial information available and easily accessible. As a result of this legislation, all local governments with an annual budget more than $1 million are required to send annual budgets and audits each year to the Carl Vinson Institute of Government to be posted on a centralized website. As of the end of July only two-thirds of Georgia counties had submitted their budget and audit documents.

During the 2012 legislative session, the General Assembly made major changes to the open meetings and open records law. New provisions in this law may require the need for your county to take action by formalizing the method in which executive minutes will be adopted and by designating an open records officer. ACCG has created an Executive Session Minutes Model Resolution and an Open Records Officer Model Resolution to assist counties. Please consult with your county attorney before adopting these resolutions.
