MESSAGE FROM THE EXECUTIVE DIRECTOR
The ADCI would like to announce the formal appointment of Mr. Mike Brown to the National Offshore Safety Advisory Committee (NOSAC).  Mr. Brown will represent the view point of offshore diving services.  He will serve for a term of three years. Mr. Brown replaces Mr. Bill Crowley, who successfully served on the committee for two terms.

Mr. Brown has been in the industry for over 35 years. He is the Vice Present and General Manager of EPIC Divers and Marine, a subsidiary company of TETRA Technologies, Inc.  He is also the President of the Association of Diving Contractors International (ADCI), Co-Chairman of the International Association of Oil and Gas Producers (OGP) Commercial Diving Sub-Committee and Co-Chairman of Underwater Intervention.  Mr. Brown is a veteran who served honorably in the United States Navy.
  
NOSAC has made invaluable contributions through its advice to the Department of Homeland Security.  Since 2009, NOSAC has recommended standards for the medical treatment and evacuation of injured workers and divers from the outer continental shelf (OCS) facilities and engineering, training and manning standards for dynamically positioned vessels.  It has also recommended standards for the construction and certification of temporary modular quarters on floating OCS facilities; ballast water discharge; and provided a comprehensive review and prioritization of the Mississippi Canyon Block 252 Incidents Reports’ Recommendations.

The Designated Federal Officer of NOSAC is Commander Rob Smith, from the United States Coast Guard Headquarters Office of Operating and Environmental Standards.

Implementation of Certification and Equipment Requirements
All equipment requirements that were annotated with a superscript "3"-compliance after 24 months from formal public release of the Consensus Standards for Commercial Diving and Underwater Operations (6th ed.) will go into effect on 19 July 2013.
Requirements for Emergency Evacuation Systems can be found in Section 6.12.3 (Page 125).
Requirements for diving bells, submersible decompression chambers, and closed bells can be found in Section 6.12.2.3 (Page 124).

Interested in contributing to UnderWater magazine?
UnderWater magazine is seeking feature stories and photography covering subjects of broad significance to the commercial diving industry. The 2014 ADCI Scholarship Fund Raffle will feature a KM 37 – Stainless Steel (SS) helmet, a state-of- the-art diving harness, and Miller weight belt.  The helmet was donated by Kirby Morgan, and will be signed by Bev Morgan at the U.I. 2014.  The diving harness and weight belt was donated by Divers Supply, Inc.

Tickets for the raffle are $25.00 a piece, and can be purchased from the ADCI office and at U.I. 2014, prior to the last day of the show on 13 February 2014.

For those who are not familiar with the ADCI Scholarship Fund; the fund was set up to assist students with pursuing their higher educational or vocational goals with an award of $4000.00.  Eligibility requirements are provided with the formal announcement that goes out each year.  The Chairperson for the ADCI Scholarship Committee is Mrs. Dori Ritter of Dive Commercial International, Inc.

Any ADCI member company can sponsor a student for award consideration by the Scholarship Committee.   I challenge all ADCI member companies to provide a contribution to the fund.  No amount is too small.  It is our one chance to give back to the community to support our most valuable asset, today’s youth.

Despite the uncertain economic climate, the biennial International Maritime Defence Exhibition and Conference (IMDEX) was fully booked last week. Jimmy Lau, managing director of Experia Events, said the ninth IMDEX saw 194 companies from 29 countries.
"This represents a 14 percent increase in exhibitors from IMDEX Asia 2011," he said.

For most of human history, the size and depth of the Earth’s oceans have made it nearly impossible for surveyors and scientists to collect valuable and comprehensive data on the seafloor. In recent years, this led to the question: "Why is it that we cannot map our own planet as well as we’ve mapped the Moon and Mars?" Since the development of sonar instruments at the turn of the 20th century, surface ships have been the primary means of bathymetric data collection and seafloor study. The near extinction of sunlight and electromagnetic waves in general at depths beyond 100 m, however, limits optical imaging underwater. Acoustic signals of relatively long wavelength penetrate to great depths; however, the resulting bandwidth from a surface ship is fairly small. Thus, the high-resolution of optical and acoustic images obtained in shallow water is not readily possible at abyssal ocean depths—until very recently. Recent advances in autonomous underwater vehicle (AUV) technology have revolutionized 21st century oceanography.

Oilfield services company Oceaneering International Inc. (OII) has inked a deal with Italian oil and gas contractor Saipem. Per the contract, Oceaneering will provide ten subsea production control umbilicals and two electrical power cables for the development of the Burullus West Delta Deep Marine Phase IXa project, which is based offshore Egypt. The umbilicals have a total length of roughly 84 kilometers (Km) whereas the cables recorded a length of 55 Km in total.

Aker Solutions has laid the foundation stone of a new plant in Paraná that will double the company's subsea production capacity in Brazil. The plant in the city of São José dos Pinhais in the Paraná state in Brazil will be operational in 2015. It will replace Aker Solutions' current subsea manufacturing facility in Curitiba and double production capacity in the country.

A Technip led consortium has won a contract from Pacific NorthWest LNG to provide front end engineering design and early detailed engineering services for a liquefied natural gas (LNG) project to be built on Lelu Island, British Columbia. Technip will be responsible for the construction of the LNG trains, the process units and the marine facilities.

European lawmakers backed legislation that would require offshore operators to ensure they have adequate financial and human resources to minimize the effects of a major accident. No license will be granted to an energy company that can't show it handle potential issues.
"These rules will make sure that the highest safety standards already mostly in place in some member states will be followed at every oil and gas platform across Europe," Oettinger said in a statement.
