TRAFFIC AND MARINE ENGINEERING RULES

Earlier this month, the Florida Board of Professional Engineers (FBPE) met in Tallahassee.  They withdrew the Traffic Engineering Rule.  However, they are reconvening their Traffic Engineering Rules Committee to draft another version of the rule.  The GAC will need to discuss whether the chapter should participate in the committee meetings, and who should attend.  The FBPE did not take up the marine engineering rule.  If it moves forward, it will need to be published, so we will have a point of entry to make comments and propose a Lower Cost Regulatory Alternative.

There has been no legislation filed on this issue and there is no movement on it currently.  I will alert you immediately if this changes.

TRAILS

The Florida Greenways and Trails Council meets in Tallahassee on December 14 to discuss the future of the SUN Trail program.  They will begin discussing how to prioritize regions of the state for funding under the program.

2016 LEGISLATIVE ISSUES

Regulated Professions and Occupations

SB 1050 by Senator Brandes; No House companion to date
 
This bill is intended to reduce and streamline regulations for regulated professions.  As it pertains to landscape architects, it repeals the requirement for a corporate business license.  This will save firms money.  Additionally, it deregulates the installation of low-voltage lighting, which currently requires a specialty certification to install.  There are no adverse impacts to landscape architects currently in the bill.  Architects have expressed some concerns about the provisions in the bill that pertain to their profession, as their statutes are structured differently and the proposed revisions are more complex.  Representative Jamie Grant is expected to be the House sponsor.  I will meet with both sponsors in the first week of session.
