The plan was simple: renovate a park on Covington's east side. Now those renovations have created a controversy tinged with race and class. The size of a city block at Eighth and Greenup streets, Randolph Park's picnic tables, basketball courts, pool and shelter have provided the backdrop for summer memories in the East Covington neighborhood. But as this summer starts, a construction project has buried the park's two basketball courts - and unearthed resentment.
