AOC Introducing Annual Member Fees in 2022

In January 2022, Alberta One-Call (AOC) will replace its long-standing notification-based revenue structure with an Annual Member Fee (AMF) to stabilize revenues in relation to operations. Since 2015, AOC has experienced a decline in notifications to members because of changes to member data registration, user optimization and system improvements. Since notifications equal revenue, AOC needs to modify its revenue formula. 

Changes to Member Data

AOC has been working with its members to change how they register their buried assets with us from grid to polygon data (shape files). This change allows the member to determine the most suitable buffer size relative to its registered buried infrastructure, reduces notifications without risk to their assets, and reduces their operational costs. 

System Optimization

Since 2013, most Albertans have chosen to ClickBeforeYouDig™, requesting locates online as opposed to calling AOC directly. The ClickBeforeYouDig™ locate request process allows users to limit the boundaries of their dig site further reducing notifications. Analysis has shown the online process results in fewer damages to buried infrastructure. The online locate request process has also reduced AOC’s operational costs.

Timeline to Change

The AOC board of directors approved the AMF process at a special board meeting Feb. 10, 2021 and will be presented with updated data at the Q1 2021 board meeting April 21. Once AOC’s 2022 business plan is approved in late June, AOC will circulate correspondence to all members in July providing their individual AMF. Members will have until Nov. 30, 2021 to contest their AMF.
