PHTA UPDATES
 The PHTA Awards of Excellence is open to current PHTA members only! The competition is open to pool, spa, or hot tub builders and installers, designers, retailers, or service companies that receive payment for the installation being submitted. A manufacturer or distributor may submit entries on behalf of a PHTA member builder, installer, or designer, but the recognition will go to the firm which received payment for the installation. The deadline is fast approaching! Submit your best work by July 1.
   The Chapter of the Year Award recognizes one outstanding chapter that has set a stellar example for the organization, advancing and enhancing the industry through strong leadership, community outreach, and providing their members with the highest quality of programs, activities, and services. Fill out and submit the Nomination Form by June 15.
RESOURCE OF THE WEEK
The new PHTA Registered Pool Maintenance and Service Technician Apprenticeship Program™ is a nationwide program, registered with the U.S. Department of Labor, allowing the pool and spa profession to be more competitive with other industries that are also struggling for entry-level talent. And, because the PHTA apprenticeship program uses industry-developed competency and ANSI-approved standards developed by PHTA, employers and apprentices are assured that the program delivers the content needed to develop qualified service professionals.
EDUCATION AND EVENTS
DOE issued a pre-publication Federal Register notice of proposed rulemaking pertaining to energy conservation standards for dedicated purpose pool pump motors (DP3). DOE will accept comments, data, and information until 60 days after date of publication in the Federal Register. DOE will hold a webinar on Tuesday, July 26, 2022 from 1:00 p.m. – 4:00 p.m. Eastern time. Through its Energy Coalition, PHTA will be working with Members to file comments on behalf of the industry. STANDARDS AND CODES
PHTA is pleased to announce the publication of the ANSI/PHTA/ICC-15 2021 American National Standard for Residential Swimming Pool and Spa Energy Efficiency. PHTA-15 can now be purchased from the PHTA Online Store. The purpose of this new standard is to cover energy efficiency requirements for permanently installed residential aboveground and inground swimming pools and inground spas operated by the property owner and used for bathing.
ADVOCACY
Check out the latest decarb action that your local city or county council considered this past week. Please see the latest report to find out what has been happening in cities and counties nationwide so far in 2022. PHTA now has a draft city/county decarbonization letter to assist you with advocacy to your local municipal and county council meetings to request reconsideration of a ban or ask for exemption from a ban under consideration for natural gas. The letter is formatted as a Microsoft Word document and can be downloaded from the PHTA website. You can easily repurpose and modify the letter specific to your local municipal or county council. With drought becoming a daily news item in western states and municipalities already enacting water restrictions, PHTA is looking to start a “Drought Coalition” to convene monthly virtual meetings to share information and collaborate on advocacy to combat draconian water restrictions for pools and spas. Maryland Governor Larry Hogan announced he will allow HB 303 (Maryland statewide adoption of the ISPSC) to become law. HB 303 requires the implementation of the ISPSC by December 31, 2023. The ISPSC will now be practiced in all mid-atlantic states (Pennsylvania, Virginia, West Virginia, and New Jersey) except for Delaware. FOR YOUR BUSINESS

The Reauthorization Act of 2022 allocates funding for grants that can be used for swim lessons, enforcement of pool and spa safety laws, and drowning and entrapment prevention education, as well as expands program eligibility to non-profit organizations and Indian Tribes.
