E-Battery Legislation:
The City Council is considering five (5) bills related to managing E-batteries for scooters and other small devices in relation to fire hazard. There have been a number of fires recently caused by these devices. They apply to City agencies and not directly to buildings.

The FDNY published a bulletin this week requiring residential landlords to post safety guides with respect to the storage of these batteries.

Local Law 97 Rules:
BOMA NY submitted comments to the City Council on the rules on November 14th. These rules are largely related to matters that the law requires DOB to complete by the end of the year, and do not touch on several important issues. Those issues will be addressed in future rules.

Gateway Tunnel:
NY and NJ reached an agreement to fund the Gateway tunnel at 25% each. The two states are working toward getting a commitment by Year End-2022 for federal funding for the balance.

Originally, construction and repair work on all four tubes was expected to be completed by 2035. Now, work on the two new ones won’t be done until 2035 and the rehab of the two old ones will be completed in 2038.

The Adams Commission has completed its work and we await results.

Waste Management:
The Mayor signed into Law four bills intended to reduce the rat population by establishing rat mitigation zones, requiring annual reports by the City on success of mitigation measures, construction site rat mitigation requirements and allow DSNY to establish by rule, times at which buildings may set out waste.
