Vancouver Sewer Credit Program

Did you know that the City of Vancouver has a Sewer Credit Program? Cooling towers, by design, evaporate water, and can comprise 20-50% of a facility’s total water use (reference here, PDF page 194).
A sewer rate adjustment for cooling towers is quite stringent and requires all facets of the cooling tower system to be metered. Data and verification required will likely consist of an engineer filling out and verifying Meter Reading Forms consisting of sub-meter data on the cooling tower’s makeup (feed water) and blowdown water volumes. Additional documentation that may be required in the application are cooling tower inspection/maintenance reports (including sub-meters on makeup and blowdown lines) as well as a declaration of cooling tower overflows/breakdowns (date, duration, and overflow volumes).
The City of Vancouver’s Sewer Design Branch is in the process of amending the Sewer & Watercourse By-Law No. 8093 to standardize how Sewer Rate Adjustment applications relating to cooling towers are being processed. An update will be sent out once there is further direction as the city works towards standardizing the process.
