Tipping Fee Bylaw Changes

Key changes:

• Tipping fees for garbage will increase by $5 per tonne except for large loads (greater than 9 tonnes), which would increase by $8 per tonne, compared to 2018. The fee for large loads is proposed to increase more than other rates so that by 2020, the average cost paid by commercial haulers is the same as that paid by municipalities. Recycling fees are unchanged. 
• Paint containers are included with paint under Product Stewardship Materials since they are also required to be collected as part of the Residual Product Category to the Recycling Regulation. They are subject to a surcharge plus any remediation or clean-up costs if disposed as garbage at a transfer station.
• Rigid packaging (boxes and cartons) made from composite materials are included in the disposal ban program because these containers are recycled as part of a product stewardship program and typically included in recycling collection services for businesses. They are subject to a surcharge if disposed as garbage at a transfer station.

Additionally, the generator levy will increase by $2 per tonne. The generator levy has no effect on the total cost of tipping at Metro Vancouver and City of Vancouver disposal facilities as it is included in the tipping fee. It recovers the fixed costs of transfer stations and solid waste planning, and includes the regional services rate.
