BC Assessment (BCA) would like to invite property owners or their agents to participate in Pre-Roll Consultation. This is an opportunity for property owners or their agent to exchange information and dialogue with BCA prior to the release of the Assessment Roll in January. Pre-roll consultation can lead to more certainty for next year’s property assessment and helps owners budget for the upcoming tax year.
Pre-roll consultation process:
1. Agents representing multiple clients will be required to have a notarized declaration stating that they represent the owner or property manager if applicable. A schedule of properties represented will be a part of this declaration. This must be submitted by September 18, 2020 in order to participate in the pre-roll consultation process.
2. PVS requests for properties not included in the September 18, 2020 schedule of properties provided to BCA will require either the completion of an Authorization for Pre-Roll Consultation form, or a notarized declaration and new schedule as in item 1 above in order to receive a property value summary of the Completed Roll.
3. BCA may validate agency representation by sending letters to owners informing them that an agent has requested information about the owner’s property on the owner’s behalf.
4. In order to pre-roll on improved non-owner occupied properties, agents will be required to submit the last three years of income and expense statements relative to the property, and the rent roll as of July 1, 2020 by September 18, 2020.
5. BCA will provide PVS reports for properties which are “wholly owner occupied” or properties that are vacant as of the previous assessment roll where authorization and information disclosure requirements has been satisfied.
6. BCA wants to encourage more information exchange and encourages agents to book appointments with assessment staff to have focused pre-roll discussions. Prior to these discussions, an exchange of sales, rental and financial information, and PVS reports are required.
7. BCA will provide specialized Vancouver office building, major retail, hotel/motel, casinos and seniors' living PVS reports in early October where authorization and information disclosure requirements have been satisfied.
8. BCA will provide PVS reports for all properties on December 29, 2020 where authorization has been satisfied.
9. The pre-roll consultation period will be from October 1, 2020 to December 2, 2020 for certain specialized properties, including only major retail, hotel/motels, casinos, office buildings, and seniors living. For all other non-residential properties, the pre-roll consultation period will be from November 9, 2020 to December 2, 2020.
