To accomodate demands for new housing and meet climate change commitments, Canada must replace, refurbish or build a sizable proportion of its vital municipal environmental infrastructure. The Federation of Canadian Municipalities estimates that one housing unit will require an average investment of $107,000 in municipal capital assets, with over 50 percent of that going to water and wastewater infrastructure alone. The country's accelerated population growth and increasing demand for affordable housing are making the situation worse.
