The Final Report of the Independent Expert Panel (IEP) regarding the failure of Saddle Dam D of the Xe-Pian Xe-Namnoy Project in Laos was released at the ICOLD Annual Meeting at Ottawa. The IEP made a presentation during the Opening Ceremony of the ICOLD 2019 Symposium.
This report is available on the ICOLD website in the members section under “Circular Letters”. It is Circular Letter 1953.
