QuebecBill 69 An Act to Ensure the Responsible Governance of Energy Resources

On June 6, 2024, the Quebec government introduced Bill 69 as part of its broad plan to increase the Province’s electrical energy supply and become carbon neutral by 2050. Of interest to dam owners are various legislative proposals that may drive new waterpower development in Quebec, including a proposal to increase to 100 MW the size of private waterpower dams, allowing dozens of existing generating stations to potentially increase capacity and a proposal that Hydro Quebec may commission new projects without public tender.
