A total of 2,189 bills were introduced by California lawmakers by the Friday, February 22, 2013 bill introduction deadline. The CLFP staff is in the process of reviewing these new bills and identifying those that will have an impact on the food processing industry. A few of the issues that have been identified thus far include some onerous new tax policies, reforms to the California Environmental Quality Act (CEQA) and Proposition 65.

On Tuesday, February 19, 2013, the first of three CA Air Resources Board (CARB) workshops, to discuss the development of an auction proceeds Investment Plan (Plan), was held in Fresno, CA. A second workshop was held Monday, February 25, 2013 in Sacramento. The workshops are designed to solicit public input regarding the development of the first Plan for use of the auction monies collected from the sale of allowances in the AB 32 Cap-and-Trade Auctions.

Under Title I of the federal Clean Air Act (CAA), Section 185 mandates that "Severe" and "Extreme" ozone nonattainment areas adopt a rule that requires major stationary sources of air pollution to pay nonattainment fees in the event the area fails to reach attainment by the required attainment date. The San Joaquin Valley Air Pollution Control District (District) failed to meet the 2010 deadline for ozone standard. This triggered the Section 185 imposition of penalties.
