A fly-in organized by NAHC brought about 120 people from 26 states to the capital last Wednesday, resulting in hundreds of meetings with congressmen and senators to gather more support for the home care leaders’ fight against Medicare rate cuts. Tracy Wodatch (Association Pres/CEO) and Chris Pankratz (Masters in Home Care Pres/CEO) met with four Connecticut Congressional leadership staff to voice their concerns over recent rate cuts as well as problems with the Medicaid 80/20 Access rule and the Hospice Special Focus Program.

William A. Dombi, President of the National Association for Home Care & Hospice (NAHC) led the defense of the home health industry at a hearing of the U.S. Senate Finance Committee subcommittee on health care yesterday, telling lawmakers that proposed cuts to the home health payment rate by the Centers for Medicare & Medicaid Services (CMS) will threaten access for millions of Americans.

(Alexandria, Virginia) — On Sept. 18, the National Hospice and Palliative Care Organization (NHPCO), LeadingAge, the National Association for Home Care & Hospice (NAHC), and the National Partnership for Healthcare and Hospice Innovation (NPHI) met with a representative on the Domestic Policy Council, representing the Biden administration, to discuss major issues with the current design of the hospice special focus program (SFP).

Among Medicare home health patients hospitalized for falls with major injury, over half of the falls were not reported on patient assessments by agencies as required, according to an Office of Inspector General report released Sept. 5, 2023.
 
Due to this high rate of non-reporting, Care Compare may not provide accurate information about the incidence of these falls, the OIG noted.

It’s easy for home health agencies to point the finger at the U.S. Centers for Medicare & Medicaid Services (CMS) for slashing reimbursement rates.
 
However, some argue that agencies also should take a close look in the mirror, with a point of reflection being around cost reporting.
 
“These cuts that we’re getting — and the cuts that we have gotten in the past — are the direct result of sloppy cost reporting that we as an industry have allowed to happen,” Arlene Maxim, SVP of clinical services with Axxess, told Home Health Care News. “It’s a huge problem. CMS truly believes that we are making these huge profits and that we don’t deserve it. It’s really unfortunate because many of these organizations are struggling every single week even to make payroll.”

Medicare Advantage plans have become a very popular option for Medicare coverage. In 2023, more than half (51%) of eligible Medicare beneficiaries are enrolled in Medicare Advantage—an increase of 19% to 46% from 2007 to 2021.
