For the past two years, we have seen the make-up of the Legislature change significantly. In 2022, there were 33 new legislators elected to office. This November’s election outcome will be no different. There will be 30 new legislators sworn into office in the beginning of December. More than half of the legislature will be brand new to the Capitol. This significant change is primarily caused by California’s term limits (12-year terms in either house). Fortunately, we will not witness a shift of this magnitude for another 10 to 12 years. While the number of new members poses a challenge as CAPMA has to re-introduce ourselves to legislators and educate them on key issues, it also poses a unique opportunity to meet members before biases can be established, and PAPCO has been absolutely key in that regard over the last year.
