Taking the Pulse on SB 32

AB 32, California’s landmark Greenhouse Gas reduction legislation, is set to sunset in 2020. In preparation for this sunset, the Brown Administration is actively seeking legislative approval for the next round of emissions reduction goals. SB 32, the successor of AB 32 that was introduced last year, would require CARB to approve a statewide greenhouse gas emission emissions limit that is equivalent to 40% below the 1990 level to be achieved by 2030. As currently drafted, SB 32 would allow CARB unrestricted regulatory powers to achieve the need limit. CTA has taken a firm opposed unless amended position on this bill in the hopes that the legislature will authorize a minimum life standard for equipment that could help prevent stranded assets created by overzealous regulatory developments across California.
This week, staff has ascertained that the Administration does not currently have the votes to pass this legislation but is actively seeking support amongst the Democratic caucus. In preparation, CTA staff has begun working with a number of legislative offices to ensure that the minimum life standard is positioned well in the event a deal is cut. Stay tuned.
