Are tire chalks required to be used when your truck is being loaded or unloaded?

Neither the CHP Motor Carrier Division or DOT require it since the airbrake systems were redesigned in 1975. In some cases there are some older AG Trailers which aren't equipped with the newer system which must be chalked. Some loading and unloading facilities still require a company to chalk their tires as an additional safety precaution.
