Transportation Funding Package Development

CTA staff are hard at work monitoring the development of a multi-billion dollar transportation funding package that has multiple implications for the trucking industry. The Assembly Transportation Committee Chair Jim Frazier and the Senate Transportation and Housing Committee Chair are waiting to determine whether or not their previously released bill will be debated right after the November 8th election, or if the legislature will wait till the beginning of the next two-year legislative session starting in January. Legislators have until November 30th to utilize the previously scheduled special legislative session that Governor Brown called for earlier this year. The trucking industry currently pays $2 billion in transportation related taxes and fees. Under the Beall-Frazier proposal, roughly $1.5 billion in new taxes and fees will be generated directly from the trucking industry. Beyond the battles over how the legislature will raise the taxes, a significant debate will be held over where the legislature will spend the revenues collected. CTA’s priority on where to invest the revenues is to place the funds in accounts that benefit roadway goods movement infrastructure around the state. CTA staff will continue to update members as we get closer to the November 30th deadline for the special session.
