As a result of the meeting that occurred during the California Trucking Association (CTA) Northern Safety Council meeting held on March 21st, the CTA has partnered with the DMV and is running a Self Certification Pilot Program. This Pilot Program which runs until Monday May 8 will allow CTA members to submit documentation, allowing employers to have corrections made to a company driver's DMV record, which may have been submitted incorrectly previously. If you wish to participate, please provide the requested documentation following the format as described in the forms contained in the hyperlinks. For more information contact Eric Sauer at esauer@caltrux.org.
Answers to Questions from CTA members regarding the Pilot Program
There is no way I can get the federal form of their medical. The MCSA-5875 is kept by the DMV. So should I have my managers submit only the DL694 form?
Please submit a copy of the MEC (MCSA-5876) and DL 694, and make a comment on the spreadsheet that DMV has the medical (MC-5875) on file.
Why would you ask if the clinic has a registry number? We all know they have to have one to even submit to the DMV.
An Intrastate driver may use a medical provider that is not on the National Registry. In this case, a national registry number would not be provided.
Most of the time they can do it with a copy of DL694 or copy of the medical 5876. However sometimes they can change the medical status, but there may still be a restriction 40 on license showing intrastate only. (am told by DMV that updating one (medical) will not update the other (restriction).
If the documentation substantiates changing a self-certification code from NA to NI, the restriction 40 will be removed.
Even though the new medical form 5876 will show intrastate NO, we send the driver with a DL694 form with the NI box already checked at time of new medical exam.
The previous version of the Medical Examiner's Certificate (MEC) had a block INTRASTATE ONLY, which could be marked Yes or No. That version was replaced by the MCSA-5876 on December 21, 2015, and is no longer acceptable.
California DMV started requiring the submission of the MCSA-5876 on April 21, 2016.
