Public Meeting to Consider the South Coast On-Road Heavy Duty Vehicle Incentive Measure
The California Air Resources Board (CARB or Board) will conduct a public meeting at the time and place noted below to consider the adoption of the South Coast On-Road Heavy Duty Vehicle Incentive Measure (South Coast Incentive Measure).  If adopted, CARB will submit the South Coast Incentive Measure to the U.S. Environmental Protection Agency (U.S. EPA) as a revision to the California State Implementation Plan (SIP).

This item will be considered at a meeting of the Board, which will commence at 
9:00 a.m., March 22, 2018, and may continue at 8:30 a.m., on March 23, 2018.  This item is scheduled to be heard on the Board’s Consent Calendar, unless removed upon the request of a Board member or if someone in the audience submits a request-to-speak card on that item.  Please consult the agenda for the meeting, which will be available at least ten days before March 22, 2018, to determine when this item will be considered.

Background
On March 23, 2017, the Board adopted the 2016 State Strategy for the State Implementation Plan (State SIP Strategy).  The measures in the State SIP Strategy represent the elements necessary to meet federal Clean Air Act requirements, which include identifying both the magnitude of emissions reductions needed and the actions necessary to achieve those reductions by the required attainment deadline.  The actions identified as part of the State SIP Strategy establish requirements for cleaner technologies, deploy these technologies into the fleet, require cleaner fuels, and ensure continued clean performance in use.
 
In the State SIP Strategy, CARB committed to develop and propose for Board adoption a measure, entitled Incentive Funding to Achieve Further Emission Reductions from On Road Heavy-Duty Vehicles, to deploy cleaner heavy-duty technologies and achieve emission reductions in the South Coast Air Basin in 2023.  The South Coast Incentive Measure was developed to satisfy U.S. EPA guidelines and provide the enforceable commitment as part of implementation of the aforementioned SIP measure.
 
The South Coast Incentive Measure will achieve approximately one ton per day of oxides of nitrogen emission reductions from the replacement and repower of approximately 1,300 on-road, heavy duty vehicles and engines and the emission reductions will be credited against the 2023 commitment in the State SIP Strategy.  The South Coast Incentive Measure will utilize Carl Moyer Memorial Air Quality Standards Attainment Program incentive funds to replace and repower older on-road heavy duty vehicles with vehicles that meet the California Low-NOx engine standard.

Written Comment Period & Comment Submittal
Staff has prepared a written report.  Copies of the South Coast Incentive Measure report may be obtained from CARB’s Public Information Office,1001 I Street, First Floor, Environmental Services Center, Sacramento, California, 95814, February 16, 2018.
 
Interested members of the public may present comments orally or in writing at the meeting and may provide comments by postal mail or by electronic submittal before the meeting. To be considered by the Board, written comments not physically submitted at the meeting, must be received no later than 5:00 p.m., March 19, 2018, and addressed to the following:
